The 1st Congress of the Hai Phong City association for promoting education, term 2026–2031: towards building a global learning city on the morning of July 15, at the city convention and performance center, the Hai Phong City association for promoting education held its 1st congress for the 2026–2031 term.
The Congress was attended by 284 official delegates, who were outstanding officials and members representing the intelligence, dedication, aspirations, and determination of nearly 1.5 million members of the city association for promoting education.
The Congress was attended by Prof. Dr. Nguyen Thi Doan, former Member of the Party Central Committee, former Vice President of Viet Nam, and Chairwoman of Viet Nam Association for Promoting Education; Dr. Nguyen Hong Son, Vice Chairman of the Viet Nam association for promoting education; along with Pham Van Lap, deputy secretary of the City party committee and Chairman of Viet Nam Fatherland Front Committee of Hai Phong City; Vu Tien Phung, Member of the Standing Committee of the City Party Committee and Vice Chairman of the City People’s Committee; representatives of leaders from relevant departments, sectors, organizations, and agencies inside and outside the city.
The 1st Congress of the Hai Phong City Association for Promoting Education, term 2026–2031, was held under the theme:
“Solidarity – Innovation – Breakthrough – Development; improving the quality of the movement for promoting learning and talent development, building a learning society, encouraging lifelong learning; contributing to human resource development and building Hai Phong into a fast-growing, sustainable global learning city.”
The Congress was tasked with comprehensively reviewing the implementation of previous-term objectives and the period following the administrative merger; honestly identifying limitations and causes, drawing lessons learned; setting goals, orientations, key tasks, and solutions for the 2026–2031 term; while also electing the Executive Committee of the 1st-term City Association for Promoting Education and the delegation to attend the National Congress of the Vietnam Association for Promoting Education for the 2026–2031 term.

During the previous term, the movement to build learning models continued to be maintained and expanded widely. Titles such as “Learning Family,” “Learning Lineage,” “Learning Community,” “Learning Organization,” and “Learning Citizen” gradually became established, with increasingly improved quality. The consolidation of the Association’s organization, membership development, and improvement of the quality of its officials received attention. The Association’s organizational system has been increasingly strengthened, operating effectively from the city level to grassroots levels.
The social mobilization of resources for promoting learning and talent development achieved many positive results. During the 2020–2025 period, all levels of the Association mobilized more than VND 300 billion from contributions by businesses, organizations, individuals, and benefactors, averaging approximately VND 60–75 billion annually. These resources enabled the granting of more than 150,000 scholarships and learning support packages to disadvantaged students. Particularly during the COVID-19 pandemic, the Association provided timely assistance to more than 11,000 student cases affected by the pandemic, helping them maintain their studies.

These achievements represent the continuation and promotion of the tradition of educational encouragement movements in Hai Phong and Hai Duong before the merger, while also demonstrating the efforts and creativity of the Association’s organizations at all levels in connecting social forces to participate in educational development and building a learning society.
Compared with the previous term, the scale and effectiveness of the City Association for Promoting Education’s activities have continued to improve significantly, especially in the context of an expanded administrative area following the merger of administrative units in the final year of the term. The movement for promoting learning and talent development has become increasingly integrated with patriotic emulation movements, new rural development, civilized urban development, and the city’s socio-economic development. It has made important contributions to improving public knowledge, developing human resources, nurturing talent, and promoting lifelong learning among citizens.
These achievements have further affirmed the role and position of the City Association for Promoting Education in social life, maintaining Hai Phong among the localities with strong educational encouragement and talent development movements nationwide.

The Congress received guidance from leaders of the Vietnam Association for Promoting Education and Hai Phong city leaders, while discussing key tasks for implementation during the 2026–2031 term. These include continuing to promote the Association’s core role in building a learning society; strengthening movements for learning promotion, talent development, and lifelong learning among all citizens in a practical, effective, and sustainable manner; contributing to improving public knowledge, developing human resources, and nurturing talent; and gradually building Hai Phong into a modern, integrated, and sustainably developing learning city.
The Association strives for 100% of general education schools at all three levels and more than 80% of colleges, universities, and vocational education institutions in the city to establish and effectively operate learning promotion organizations. Each year, more than 90% of grassroots Association organizations are expected to successfully complete their tasks, with 20–25% rated as outstanding performers. Membership development is targeted at reaching 30% of the city’s population. By 2031, more than 90% of families, 90% of lineages, 85% of communities, and more than 90% of agencies, organizations, schools, and businesses are expected to achieve learning recognition titles. Each year, Association levels will organize support and commendation activities for 30,000–35,000 students, teachers, and workers; 100% of disadvantaged students and students facing difficulties will be reviewed and supported.

For this term, the Association has identified three breakthrough areas:
Improving the substantive quality of learning models and developing learning citizens to meet the requirements of lifelong learning and digital transformation;
Innovating and improving the quality of advisory work, strengthening research, proposing mechanisms and policies, and mobilizing social resources for promoting learning, developing talent, and building a learning society;
Promoting comprehensive digital transformation in the Association’s operations, developing a unified and synchronized data system from the city level to grassroots levels, improving management effectiveness, administration, and service quality for members.
The newly elected Executive Committee makes its debut at the Congress.
At the Congress, delegates elected 55 members to the Executive Committee, 15 members to the Standing Committee, and 5 members to the Inspection Committee of the Association. Dr. Nguyen Kim Pha was elected Chairman of the 1st-term Hai Phong City Association for Promoting Education, term 2026–2031.

On the occasion of the Congress, the Vietnam Learning Promotion Fund awarded VND 100 million in scholarships to students in Hai Phong. The Vietnam Association for Promoting Education presented an Excellent Emulation Flag to the Hai Phong City Association for Promoting Education in recognition of its outstanding achievements in promoting learning, developing talent, and building a learning society. The Association also awarded the “For the Cause of Promoting Education” Medal to 25 officials and members of the Hai Phong City Association for Promoting Education.
