Accordingly, Vice Chairman Dao Trong Duc has assigned departments, agencies, units, and People’s Committees of communes, wards, and special administrative zones, within their respective functions and responsibilities, to focus on leadership, direction, and coordinated, decisive, and effective implementation of Directive No. 17/CT-TTg dated May 6, 2026, issued by the Prime Minister, and Plan No. 201/KH-UBND dated June 3, 2026, issued by the Hai Phong People’s Committee.The city is to accelerate implementation of the “90-Day Acceleration – Reaching the Finish Line for Universal Health Checkups 2026” campaign in accordance with Conclusion Notice No. 399/TB-VP dated July 23, 2026, ensuring that all eligible residents receive periodic health checkups or free screening examinations in full and in accordance with regulations.

Local agencies and authorities are expected to achieve 100% of the assigned targets before October 31, 2026, with no eligible person left unexamined and no delays that could undermine the objectives of the campaign.

Accelerating implementation and striving to complete 100% of universal health checkup targets before October 31, 2026

Vice Chairman Dao Trong Duc assigned the Department of Home Affairs to take the lead, in coordination with the Department of Health, in monitoring and consolidating implementation results. The results of periodic health checkups and free screening examinations for residents will be included as one of the mandatory criteria for inspecting and evaluating the level of task completion in 2026 by heads of departments and agencies and Chairpersons of People’s Committees of communes, wards, and special administrative zones. This is intended to ensure strict adherence to the directives of the Party Central Committee’s Secretariat, the Central Inspection Commission, the Government, and the Prime Minister.The Department of Health was instructed to urgently review, study, and implement recommendations and proposals made by the Central Inspection Commission in Report No. 113-BC/UBKTTW dated July 30, 2026, as well as those of the Deputy Prime Minister in Official Letter No. 8036/VPCP-KGVX dated August 12, 2026. The Department is to focus on providing guidance and standardizing procedures for health checkups and screening examinations; standardizing procedures for collecting, updating, and managing examination data; and accelerating the completion of digital infrastructure to ensure connectivity, interoperability, and integration of residents’ health-checkup data across shared information systems, shared databases, and the National Population Database in accordance with regulations.The Department of Health will also take the lead, in coordination with relevant departments, agencies, units, and local authorities, in immediately establishing interdisciplinary inspection and monitoring teams to conduct on-site inspections of periodic health checkups and free screening examinations. Particular attention will be given to areas and units that are behind schedule or at risk of failing to meet their targets. The teams will guide and urge agencies and local authorities to accelerate implementation and promptly advise the city’s People’s Committee on solutions to difficulties and obstacles, ensuring that the objectives and tasks set by central and municipal authorities are achieved.The Department of Health will also coordinate with relevant agencies and units to advise the People’s Committee on mobilizing and effectively using resources for periodic health checkups and free screening examinations. Agencies and local authorities will be instructed to operate within their allocated resources while mobilizing other lawful sources of funding in accordance with regulations. Resources must be used for their intended purposes, efficiently, economically, and without waste. The Department will regularly monitor, update, and consolidate the situation, progress, and results of implementation by agencies, units, and local authorities. Reports are to be submitted to the city’s People’s Committee every two weeks, with difficulties, obstacles, and issues beyond the agencies’ authority promptly reported for resolution. Solutions are also to be proposed for areas and units that are behind schedule or at risk of failing to meet their targets, with the goal of completing 100% of periodic health checkups and free screening examinations for all eligible groups before October 31, 2026. Determined implementation of universal health checkups, ensuring no eligible person is overlooked. Regarding the People’s Committees of communes, wards, and special administrative zones, the Vice Chairman required them to directly organize implementation and take responsibility before the Chairman of the city’s People’s Committee for the progress, coverage rate, and results of periodic health checkups and free screening examinations for residents in their respective areas. They are required to mobilize the entire local political system, agencies, units, organizations, and mass associations; urgently review and compile complete lists of eligible residents; establish implementation schedules; and organize the examinations in accordance with Plan No. 201/KH-UBND dated June 3, 2026, and Conclusion Notice No. 399/TB-VP dated July 23, 2026. The review is to follow the principle of “going down every alley, knocking on every door, and checking every eligible person.” Local authorities are expected to leverage the role of residential groups, villages, mass organizations, and grassroots forces in reviewing and compiling lists, as well as communicating with and encouraging residents to participate.The review must be substantive and comprehensive, ensuring that every eligible person is accounted for and no one is left behind, particularly low-income people, the elderly, children, people facing difficult circumstances, vulnerable groups, and those who have difficulty accessing healthcare services. Residents must be provided with complete information on examination schedules, locations, and procedures so they can participate fully and on time.Local authorities are also required to proactively coordinate with the Department of Health, medical facilities, and relevant agencies to ensure adequate human resources, facilities, equipment, and other necessary conditions. Examinations must be conducted for the correct eligible groups, on schedule, safely, conveniently, practically, and effectively.Local budgets must be allocated, managed, and used efficiently in accordance with regulations. At the same time, local authorities should proactively mobilize lawful social resources to support implementation, ensuring efficiency and economy and preventing resource shortages from affecting the campaign’s progress and objectives.Local authorities must regularly inspect and urge implementation, update progress, and promptly resolve difficulties and obstacles within their authority. Issues beyond their authority must be immediately reported to the city’s People’s Committee, through the Department of Health, for guidance and resolution, preventing bottlenecks from delaying overall implementation. They must also periodically consolidate and report implementation progress, coverage rates, results, difficulties, obstacles, and recommendations, and take responsibility for the accuracy of reported figures and results in their respective areas. With maximum focus and determination, local authorities are required to implement the “90-Day Acceleration – Reaching the Finish Line for Universal Health Checkups 2026” campaign and strive to achieve the targets of providing periodic health checkups and free screening examinations to 100% of eligible residents in accordance with regulations.
