The city-level scientific project has been assigned to the Department of Industry and Trade, with the head of the Shipbuilding Faculty at Vietnam Maritime University serving as its lead researcher.

The project aims to assess the current Hai Phong's shipbuilding industry and propose measures to restore and develop it. It will examine the shipbuilding industry as a whole and the role of its various components, models for developing shipbuilding industries around the world and lessons learned, the current state of the city's shipbuilding sector, projected trends and requirements, as well as orientations, targets and measures for its recovery and development.

The project is scheduled to run from March 2026 to May 2027. However, given the industry's important role in developing the marine economy, the city is accelerating work on the project and aims to complete it in the fourth quarter of this year.
