Modernizing Command and Administration on a Digital Platform

To transform its management methods into a digital environment and automate work processes, the Hai Phong Border Guard Force has put into operation the software platform “Digital Transformation in National Border Management and Protection and Building a Comprehensive Strong Unit,” under the direct leadership of Colonel Ta Duy Hien, Commander of the Hai Phong Border Guard Force.

The system operates entirely on the military data transmission network, with its server located in the Operations Command Center to ensure continuous 24/7 availability. Given the sensitive nature of defense and security data, all classified information is strictly encrypted and must undergo rigorous cybersecurity checks before being put into operation.

Notably, the digital transformation process here did not begin with costly new investments, but instead made maximum use of existing infrastructure. From computers connected to the military network to television screens displaying visualized data at the Command Headquarters and along the corridors of specialized departments, all equipment has been optimized for its intended functions.

The application provides commanders with an effective tool for accessing systematically organized information, shortening processing times, and enhancing coordination and cooperation among different units. To ensure sustainability, the software implementation process was carried out systematically, including proposal development, construction, testing, a 15-day trial operation, and skills training for personnel before the system was officially put into use.

Practical Benefits of the “Dual QR” Model

Alongside modernizing command and administration, the Hai Phong Border Guard Force has placed particular emphasis on using technology to serve local residents through an innovative initiative called “Dual QR – Handbook on Preventing Illegal, Unreported and Unregulated (IUU) Fishing and Receiving Reports and Crime Tips.”

The QR-code signs are compact, aesthetically designed, and made from special materials capable of withstanding harsh weather conditions on rivers and at sea.

The system integrates two QR codes on the same platform, each with a distinct function while closely complementing the other.

Specifically, the first QR code functions as a digital legal handbook. It converts regulations on combating IUU fishing into short videos and visually engaging infographics. Residents only need to scan the code with a smartphone to quickly access relevant information, thereby raising legal awareness and contributing to efforts to have the “yellow card” imposed by the European Commission (EC) lifted.

Meanwhile, the second QR code functions as an anonymous electronic mailbox, providing a channel for residents to report suspected violations of the law, including IUU fishing, illegal entry and exit, smuggling, and other offenses. The channel ensures strict confidentiality of the informant’s identity, enabling the Border Guard Force to promptly receive information, detect violations, and take action at the grassroots level.

The initial results achieved through the national border management system and the “Dual QR” model clearly demonstrate the innovative approach of the Hai Phong Border Guard Force. Digital transformation is no longer merely a powerful tool for command and administration; it has become a genuine bridge connecting military personnel with local communities, raising public awareness of legal compliance, and creating a solid foundation for maintaining peace and security along the city’s maritime borders, islands, and port border gates.
