Rental housing - an urgent need for workers
Following the merger, Hai Phong's urban space has expanded and its population has increased.

Changes in administrative boundaries, together with the implementation of five growth corridors and four new socio-economic regions, particularly the development of the Southern Coastal Economic Zone, a specialized economic zone and a free trade zone, are generating large-scale population and labor movements. In response and in line with central government directives, Hai Phong is focusing on developing rental housing, worker accommodation and social housing, identifying them as strategic and long-term segments.
As one of the country's leading localities in social housing development, Hai Phong has, since 2021, launched 28 social housing projects for workers and low-income earners, comprising more than 33,400 apartments. During the 2026-2030 period, the city has selected investors and plans to break ground on 25 projects with around 32,400 apartments. In addition, 12 land funds accounting for 20% of commercial housing and urban area projects with approved investment policies are currently undergoing investor selection, with a scale of more than 14,000 units, which are expected to be completed and brought to the market after 2030.
In addition to accelerating social housing projects, the city is strictly implementing the Prime Minister's directive to fundamentally shift housing policy thinking from prioritizing home ownership to ensuring people's right to housing, allowing those who are not yet eligible to own homes to access long-term rental housing at reasonable prices.
At a recent meeting of the Standing Committee of the Hai Phong Party Committee reviewing the implementation of socio-economic development, defense and security, Party building, government administration and public mobilization tasks in May and key tasks and solutions for June 2026, Municipal Party Secretary Le Ngoc Chau called for the strict implementation of the Prime Minister's directives while focusing on measures to remove obstacles and accelerate the progress of social housing and rental housing projects across the city.
