According to the review and assessment, three administrative units meet the criteria for special-grade recognition: Hai An Ward, Dong Hai Ward and Cat Hai Special Zone.
Hai An Ward has a natural area of 40.21 square kilometers and a population of more than 138,000. It is considered a strategic area for seaport services, logistics and multimodal transport development. Under Government Decree 307/2025 on the classification of administrative units, the ward scored 102 points, including maximum scores in several criteria such as population size, natural area, and socio-economic development conditions, and is therefore eligible for special-grade status.

With a total classification score of 110 points, Cat Hai Special Zone is also proposed as a special-grade unit. Covering more than 245 square kilometers, the area has strong potential for marine economy, logistics and eco-tourism. The proposal reflects recognition of its particularly important role in socio-economic development, national defense and security.
Under Decree 307/2025, wards and special zones are classified into four categories: special grade, grade I, grade II and grade III. The classification is based on a scoring method covering population size, natural area, socio-economic conditions and specific criteria. The classification aims to assess the scale and development of administrative units and the capacity of local government apparatus, serving as a basis for appropriate socio-economic policy planning.
