Under the plan, Hai Phong aims to become a modern, smart, eco-friendly and livable industrial port city of global standing by 2050. The city also aims to become a national and international hub for the marine economy, seaports and logistics, a high-quality tourism center and an international center for education, research, science and technology. Hai Phong is expected to remain one of the country's leading growth engines, with national defense and security safeguarded and living standards approaching those of leading cities in Asia and around the world.
Looking ahead to 2075 and beyond, Hai Phong aims to become one of Asia's and the world's leading marine economic megacities, while reinforcing its position as an international center for education, scientific research and services, with modern, civilized and happy life.

To ensure the completion of Hai Phong's master plan to 2050, with a vision to 2075, according to schedule, the Department of Construction has assigned specific tasks based on the principle of six clear requirements: clear responsibilities, tasks, timelines, accountability, outputs and authority. Work is being implemented under a specific roadmap, with reports submitted to the city, documents completed for appraisal by the Ministry of Construction and then submitted to the prime minister for approval in accordance with regulations.
