Hai Phong City after the merger has 114 commune-level administrative units, including 67 communes, 45 wards and 2 special zones. After 12 days of implementing the 2-level local government model, many localities have arranged stable headquarters and come into operation.
Hong An Ward was established on the basis of merging the area and population size of 4 wards of the old Hong Bang district including Quan Toan, An Hong, An Hung, Dai Ban and part of Le Thien and Tan Tien wards of the former An Duong district. After streamlining administrative units, Hong An Ward has a area of more than 27km2 and a population of nearly 65,000. The headquarters of the People's Committee and the Public Administration Service Center of Hong An Ward are located at the former headquarters of An Hong Ward. The headquarters of the Party Committee of the Ward is located at the former headquarters of Quan Toan Ward. The headquarters of the Vietnam Fatherland Front Committee of Hong An Ward is located at the former headquarters of An Hung Ward. Although the locations of the new administrative units have changed, the Party committees and authorities at all levels have basically stabilized and maintained smooth administrative activities.
