Hai Phong city hands over 99 electric vehicles to communes, wards, and special administrative zones implementing Resolution No. 08-NQ/TU on green transition
On the afternoon of July 10, Hai Phong People's Committee held a ceremony at the City Political–Administrative Center Square to hand over 99 electric vehicles for official use to communes, wards, and special administrative zones across the city.

The handover aims to gradually provide local governments and public agencies with adequate transportation following the implementation of the two-tier local government model, enabling them to effectively perform leadership, administration, and public service duties.
City leaders presented symbolic keys to representatives of the receiving localities.
The ceremony was attended by Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the City's National Assembly Delegation; Do Thanh Trung, Deputy Secretary of the City Party Committee and Chairman of the Hai Phong People's Committee; along with members of the Standing Committee of the City Party Committee, vice chairpersons of the People's Council and People's Committee, leaders of departments and agencies, and representatives of the receiving communes, wards, and special administrative zones.
The procurement of the vehicles complies with the standards and quotas stipulated in Government Decree No. 72/2023/ND-CP dated September 26, 2023, as amended and supplemented by Decree No. 153/2025/ND-CP dated June 15, 2025.
The initiative also marks a concrete step in implementing Resolution No. 08-NQ/TU, issued on January 29, 2026, by the Executive Committee of the Hai Phong Party Committee, on the city's green transition for the 2026–2030 period with a vision to 2050. The resolution sets the goal that 100% of newly purchased or replacement government vehicles (except specialized vehicles) will use electricity, green energy, or other environmentally friendly technologies.
By gradually replacing vehicles used by Party organizations, government agencies, the Vietnam Fatherland Front, and socio-political organizations with electric and green-energy vehicles, Hai Phong aims to save energy, reduce greenhouse gas emissions, and protect the environment. The city also seeks to demonstrate leadership by the public sector and encourage residents and businesses to adopt environmentally friendly transportation, contributing to the development of a green, modern, civilized, and sustainable Hai Phong.
At the ceremony, Nguyen Ngoc Tu, Director of the Department of Finance, reported that after the administrative restructuring, Hai Phong now has 114 communes, wards, and special administrative zones. According to national standards, the city is entitled to a maximum allocation of 532 official vehicles. However, after retiring obsolete vehicles, only 296 vehicles remain, leaving a shortage of 236 vehicles, including 124 vehicles needed at the commune, ward, and special administrative zone level.
Based on actual demand, the Department of Finance advised the City People's Committee to invest in 25 vehicles in 2025 and an additional 99 vehicles in 2026 for 98 communes, wards, and special administrative zones. The procurement was conducted through centralized purchasing in accordance with legal requirements, ensuring transparency, efficiency, and cost savings.
The consortium Au Lac – Thang Long won the contract to supply 99 VinFast VF 8 electric SUVs with a total contract value of nearly VND 84 billion, achieving savings of almost VND 5 billion (approximately 5.5%) compared with the approved bidding package. All vehicles have now completed the required legal procedures and are ready for handover to the receiving local governments.
In his remarks, Le Ngoc Chau emphasized that Resolution No. 08 identifies the green transition as a strategic direction and a new driver of sustainable economic growth for Hai Phong. Transportation is one of the city's three priority sectors for breakthrough development, with the target that by 2030, 100% of newly purchased or replacement public buses and government vehicles (excluding specialized vehicles) will operate on electricity or other forms of green energy.
He noted that equipping local governments with 99 electric vehicles not only improves working conditions for grassroots authorities but also represents a concrete step toward implementing the city's green transition strategy. By taking the lead in adopting green transportation, the public sector demonstrates its commitment to modern governance, efficient energy use, emissions reduction, environmental protection, and encouraging businesses and residents to embrace sustainable lifestyles.
At the ceremony, the City Party Secretary assigned five key tasks continue effectively implementing Resolution No. 08 while strengthening accountability among agency leaders, ensure the newly allocated vehicles are managed and used safely, efficiently, economically, and for their intended official purposes, accelerate the planning and development of infrastructure for electric vehicles, particularly charging stations, while introducing policies to attract private investment, promote public awareness campaigns encouraging officials, Party members, businesses, and citizens to adopt green transportation, strengthen inspection and oversight of both the implementation of the Resolution and the management of public assets, while recognizing successful initiatives and strictly addressing violations. 
The handover of the 99 electric vehicles marks a significant milestone in Hai Phong's implementation of its green transition strategy and reflects the city's commitment to building a greener, more sustainable future.
