Hai Phong accelerates preparations for a pedestrian street and night-time economy in the city center
On the morning of July 9, Mr. Le Trung Kien, Vice Chairman of the Hai Phong People's Committee, chaired a meeting with representatives from relevant departments, agencies, local authorities, and Foody–Shopee Food Joint Stock Company to review a cooperation plan for establishing a pedestrian street and promoting the night-time economy in the Central Flower Garden area, the City Opera House, and several other locations across the city.

After hearing reports and discussions from participating agencies, Vice Chairman Le Trung Kien acknowledged the close cooperation among government departments, local authorities, and Foody–Shopee Food in studying, surveying, and developing the proposed pedestrian street and night-time economy model. He noted that the initiative would help promote the digital economy and the sharing economy while creating new momentum for the city's commercial, service, and tourism sectors, thereby contributing to Hai Phong's economic growth targets.
To ensure the successful implementation of the project, the Vice Chairman instructed all relevant departments, agencies, local authorities, and Foody–ShopeeFood to work closely together and urgently complete the necessary preparations within their respective areas of responsibility.
According to the proposed plan, the pedestrian street is expected to officially open in early August 2026. It will operate every Friday, Saturday, and Sunday from 4:00 p.m. to midnight in the Central Flower Garden area and around the Hai Phong City Opera House.
The Department of Culture, Sports and Tourism has been assigned to lead the establishment of a municipal task force responsible for implementing the pedestrian street and night-time economy project and to submit a report to the City People's Committee by July 10, 2026.
The Department will also work with relevant agencies and Foody–ShopeeFood to develop Hai Phong's digital culinary database, connect tourism, hospitality, food service, and related businesses, organize a diverse range of cultural and artistic performances in the pedestrian street area, establish a feedback channel for residents and visitors, finalize the overall implementation plan and submit it to the City People's Committee by July 13, 2026.
In addition, the Department will work with Foody–ShopeeFood to finalize cooperation arrangements and propose signing a Memorandum of Understanding (MoU), providing the foundation for effectively implementing the pedestrian street and night-time economy model while promoting the city's cultural heritage, commerce, tourism, and service industries.
The Department of Science and Technology has been tasked with collaborating with Foody–ShopeeFood to integrate Hai Phong's digital culinary database into the Smart Hai Phong application and develop a synchronized system for managing and utilizing the database in support of the city's digital economy.
The Department of Industry and Trade will provide a list of businesses and household enterprises for inclusion in the digital culinary database while strengthening market supervision to ensure adequate supplies and service quality during the operation of the pedestrian street.
The Department of Health will compile a list of food establishments that meet food safety requirements, assist businesses in completing regulatory procedures, and ensure food safety throughout all activities.
The Department of Agriculture and Environment will provide the city's list of OCOP (One Commune One Product) products and develop plans to upgrade and install additional public restroom facilities in the Central Flower Garden and City Opera House areas to provide convenient, clean, and visitor-friendly amenities.
The Department of Finance will appraise relevant proposals within its authority, while the Department of Foreign Affairs will strengthen communication efforts to encourage international organizations, foreign-invested enterprises, and the expatriate community in Hai Phong to participate in the city's activities.
The Department of Construction, in coordination with the City Police, will develop traffic management plans to ensure safety during events while also studying long-term transportation solutions to support the sustainable development of the pedestrian street and the night-time economy.
The Hai Phong City Police will be responsible for traffic management, public security, and road safety in the Central Flower Garden and City Opera House areas and are required to complete their operational plan during July 2026.
The Hai Phong Youth Union will organize promotional activities and mobilize youth volunteers to participate in events while working with the Department of Education and Training to engage students and create broader public awareness and participation.
The People's Committee of Hong Bang Ward has been designated as the coordinating agency with Foody–ShopeeFood to ensure infrastructure readiness, including electricity, water supply, environmental sanitation, and directional signage. The ward will also oversee urban beautification, street lighting, public aesthetics, and coordination with the police to maintain security and traffic safety throughout the operation of the pedestrian street.
Hai Phong Power Company has been instructed to coordinate with Hong Bang Ward and Foody–Shopee Food to ensure a stable electricity supply for all activities in the Central Flower Garden and City Opera House areas.
Hai Phong Urban Environment One Member Limited Liability Company will be responsible for environmental sanitation, waste collection, and providing sufficient public restroom facilities to help create a clean, green, attractive, and well-managed pedestrian environment.
For Foody–ShopeeFood, the Vice Chairman requested continued close coordination with government agencies and local authorities to finalize the implementation plan, including the event schedule, locations, operational model, and organizational arrangements, with the goal of launching the pedestrian street in early August 2026.
The company will also cooperate with the Department of Science and Technology to integrate Hai Phong's digital culinary database into the Smart Hai Phong application and continue surveying additional potential locations for future pedestrian streets and night-time economy zones in the eastern and western parts of the city.
Finally, the Vice Chairman encouraged Foody–ShopeeFood to work with local media organizations to strengthen public communication about the city's pedestrian street and night-time economy initiatives, ensuring that residents and visitors are well informed and encouraged to participate in the upcoming events and activities.
