Chairman of the Municipal People’s Committee Inspects Progress of Key Transport Projects
On the morning of July 11, Mr. Đo Thanh Trung, Deputy Secretary of the Municipal Party Committee and Chairman of the Hai Phong People’s Committee chaired an on-site inspection of the progress of several key transport projects across the city.
The inspection was joined by leaders of relevant departments, agencies, units, and local authorities.

The Chairman of the Municipal People’s Committee conducted field inspections at the sites of the following projects: the project to construct Nguyen Trai Bridge and renovate the surrounding urban area; the traffic interchange between Bui Vien Street and Le Hong Phong Street, and the interchange between Vo Nguyen Giap Street and Bui Vien Street; the project to build the road connecting National Highway 5 and National Highway 10 through the former Kien An District area; the project to build Ring Road 2 (Tan Vu – Hung Dao – Bui Vien section); the Ninh Bình – Hai Phong Expressway (CT.08) project section through Haiphong and 9 km in Hưng Yên Province (the section from the Hanoi – Haiphong Expressway to the Coastal Road interchange); and the construction of Van Uc 2 Bridge under the Ninh Bình – Hai Phong Expressway (CT.08) project.
After inspecting the sites and listening to reports from project investors and relevant units, the Chairman of the Municipal People’s Committee acknowledged and praised the sense of responsibility, proactive efforts, and determination to overcome difficulties demonstrated by the Project Management Board, contractors, and local Party committees and authorities. These parties have made significant efforts in recent times, staying closely engaged with construction sites to accelerate the completion of major workloads.
To ensure that the projects are completed according to commitments and put into operation to serve residents and the city’s development, the Chairman requested that the entire political system from the municipal to local levels work with the highest determination, coordinate proactively and closely, and use work effectiveness as the measure of performance.
The Project Management Board, leaders of relevant departments and agencies, and local authorities were requested to strengthen coordination, proactively review and completely resolve difficulties and obstacles arising during implementation, accelerate construction progress, and ensure that public investment capital disbursement meets the set plans.
According to the Haiphong Transport Construction Investment Project Management Board, the implementation of the projects has generally remained on schedule as required.
Progress details of key projects
The Nguyen Trai Bridge Construction and Surrounding Urban Area Renovation Project has a total investment of more than VND 6.312 trillion. Regarding site clearance, Thuy Nguyen Ward completed the handover of 9.05 hectares at the end of March 2025; Ngo Quyen Ward has handed over more than 34.5 hectares, while nearly 20 hectares remain pending, mainly belonging to Haiphong Port Joint Stock Company. For the additional underpass area (4.87 hectares), procedures involving four households are still pending. In terms of construction progress, the total completion rate of the three construction packages has reached approximately 49%; the project has disbursed more than 88% of the allocated capital.
The traffic interchange project between Bùi Viện Street and Le Hong Phong Street has a total investment of more than VND 785 billion. The estimated construction value has reached over VND 66.4 billion, equivalent to 14% of the contract value. Contractors are focusing on dismantling existing structures, excavating foundations, and constructing soil-cement piles. Cumulative capital disbursement has reached more than 73% of the allocated funds; in particular, disbursement of the 2026 capital plan has exceeded 55%.
Chairman of the Municipal People’s Committee inspects the Van Uc 2 Bridge project area
The traffic interchange project between Vo Nguyen Giap Street and Bùi Viện Street has a total investment of more than VND 675 billion from the city budget. The project started at the end of December 2025, with an implementation period of 18 months. Construction progress has currently reached nearly 22% of the contract value. Construction units are pouring concrete for tunnel sections and demolishing existing structures. Cumulative capital disbursement has reached nearly 74% of the allocated funds; the 2026 capital plan alone has disbursed VND 167.437 billion, reaching nearly 60%.
The Ring Road 2 Construction Project (Tan Vu – Hung Đao – Bùi Viện section) has a total investment of more than VND 8.593 trillion. Site clearance has basically been completed in Hai An, Kien An, An Hai, and An Phong wards. However, in Hưng Đạo Ward, difficulties remain involving more than 170 households that have not completed demolition and land handover. In An Dương Ward, procedures are being urgently carried out to hand over land areas related to 80 households. Regarding capital disbursement, approximately 65% of the 2026 capital plan has been implemented.
For the Ninh Binh – Hai Phong Expressway (CT.08) project section through Haiphong and 9 km in Hung Yen Province (the section from the Ha Noi – Hai Phong Expressway to the Coastal Road interchange), as well as the Van Uc 2 Bridge project, implementation continues to remain on schedule according to the approved plan.
