At the conference, many leading scientists and experts presented in-depth papers, showcasing diverse approaches and analyses on topics such as: national and local governance in the new era; the city’s leadership and guidance during the restructuring process under the two-level local government model; governance and local administration in the new context; public opinion and propaganda during and after the restructuring; training human resources for local governance and cooperation between Hanoi National University and Hai Phong City; current challenges regarding human resources for local governance in Hai Phong; and contemporary models of local governance in Vietnam and worldwide.
