Digital transformation in administrative reform
After the rearrangement and merger of administrative units and the implementation of the two-tier local government model, the number of citizens coming to handle administrative procedures at localities has increased sharply.
Therefore, to speed up the processing of dossiers and procedures, one effective solution is to promote digital transformation and improve people’s IT skills.
An Truong Commune was established on the basis of reorganizing the former communes of Trường Thành, Truong Tho and Bat Trang, An Lao District. After 5 months of implementing the two-tier local government model, the commune’s Public Administrative Service Center has received nearly 14,000 dossiers and administrative procedures, of which the rate of on‑time settlement reached 99.15%; the rate of online dossiers reached 96.6%; and 100% of administrative procedures eligible to be provided as end‑to‑end online public services have been offered on the National Public Service Portal.
Thanks to hands‑on training, many residents in An Truong Commune can now proficiently use applications and software, significantly helping to reduce time and effort for people when dealing with administrative procedures. At present, the locality continues to step up the application of information technology and digital transformation in the processing of dossiers and administrative procedures so as to save time and effort for citizens and businesses; strive to increase the rate of administrative procedures provided as online public services and the rate of online payments, and aim to rank among the leading communes, wards and special zones in the city in administrative reform./.
