In Hai Phong, the Municipal People’s Council’s Resolution No. 53/2025, which sets policies to attract and retain talented and high-skilled personnel through 2030 with a vision to 2050, is producing positive changes in recruitment and development of high-quality human resources across Party organization, government bodies, mass organizations and public service units.
In healthcare - a sector with strong demand for high-quality personnel, the practical support measures under Resolution No. 53 are expected to help improve the quality of medical services for the public. The city’s policy not only provides material incentives but also signals recognition and appreciation of intellectuals and doctors, motivating them to commit long-term to the health sector and the locality.
