Promoting E-commerce law to meet new development requirements
The 2025 Law on E-Commerce officially came into effect on July 1, 2026, marking an important step forward in completing the legal framework for e-commerce activities in the new period. At the conference, experts and speakers from the Vietnam E-Commerce and Digital Economy Agency under the Ministry of Industry and Trade presented key new provisions of the 2025 Law on E-Commerce and Decree No. 248/2026, which directly affect state management agencies, businesses, and other entities participating in e-commerce activities.

The development of e-commerce is creating practical opportunities to bring products closer to consumers in rural areas, increase the value of goods, promote specialty products and OCOP products, facilitate supply-demand connections, and gradually narrow the gap in market access between rural and urban areas. Vietnam's e-commerce sector experienced remarkable growth during the 2015-2025 period, with its market size increasing nearly tenfold, from 4 billion USD in 2015 to 38.5 billion USD, with an average annual growth rate of more than 25%. Hai Phong is currently taking steps to complete its e-commerce ecosystem, supporting businesses, cooperatives, and household businesses in effectively applying digital platforms, improving production and business efficiency, expanding consumer markets, and promoting exports.
