The program aims to implement the objectives and orientations setting out in Decision No. 929/QĐ-TTg issued by the Prime Minister on May 25, 2026, while effectively carrying out support and incentive policies under Government Decree No. 111/2015/NĐ-CP, as amended and supplemented by Decree No. 205/2025/NĐ-CP. The initiative is intended to accelerate the development of supporting industries in line with Hai Phong's strengths, competitive advantages, and development needs in the new phase.
Under the program, Hai Phong seeks to attract high-quality foreign direct investment (FDI) projects capable of generating technology transfer and management spillover effects, while gradually building an integrated production ecosystem linking FDI enterprises with domestic businesses.
The city also aims to establish a comprehensive supporting industry ecosystem and a network of enterprises capable of manufacturing and supplying components, spare parts, and technical materials for Hai Phong's key industries, the Northern Key Economic Region, and surrounding areas.
In addition, the program focuses on enhancing the competitiveness of domestic enterprises so that they can gradually become Tier 1 and Tier 2 suppliers within global supply chains. Priority will be given to supporting industries serving five strategic sectors: electronics, high technology, mechanical engineering and manufacturing, automobiles, and textiles–garments and footwear. The city will also maximize the efficient use of industrial land and infrastructure in industrial parks, economic zones, and industrial clusters to support the growth of supporting industries during the 2026–2035 period.
To achieve these objectives, the program sets out specific targets for each priority supporting industry and for the development of supporting industry enterprises.
Accordingly, Hai Phong will focus on developing supporting industries for five key manufacturing sectors:
•    Electronics, with a target localization rate of 35–40% by 2035.
•    High technology, targeting a 20% localization rate.
•    Mechanical engineering and manufacturing, targeting 50%.
•    Automobile manufacturing, targeting 32–40%.
•    Textiles, garments, and footwear, targeting 70%.
In terms of enterprise development, by 2030, Hai Phong aims to have 300–350 supporting industry enterprises capable of participating in the supply chains of FDI enterprises and multinational corporations. The city will also assist businesses in strengthening corporate governance, developing a highly skilled workforce, and promoting research, innovation, and technology transfer.
By 2035, the city targets 450–500 supporting industry enterprises, including a core group of companies with the capability to conduct research, design, manufacture, and directly supply products to major domestic and international manufacturers. At the same time, Hai Phong will continue supporting enterprises in improving governance, expanding research and development (R&D), adopting advanced technologies, and gradually building a modern supporting industry ecosystem driven by digital transformation, green transition, innovation, and sustainable development.
