To date, 2,221,223 residents have received health examinations and had personal health records established, representing 52.73% of Hai Phong's permanent population of 4,212,201 (as of March 2026).
The program has included clinical examinations and physical assessments for 158,012 children under six years of age, Vision, dental, and spinal screenings for 863,844 students aged 6 to under 18 ahead of the new school year, Health examinations for 257,723 residents aged 60 and above, enabling the early detection of hypertension, diabetes, thyroid disorders (including Graves' disease), and chronic cardiovascular and respiratory diseases, Prenatal check-ups, ultrasound examinations, and basic reproductive healthcare counseling for 19,073 pregnant women, Occupational disease screenings for 175,301 workers in industrial parks through cooperation between enterprises and healthcare providers.
Speaking at the conference, Vice Chairman Vu Tien Phung commended the efforts and achievements of departments, agencies, and local authorities in implementing the periodic health check-up and free health screening program. He emphasized that universal health check-ups are an important political task that will gradually realize Hai Phong's vision of becoming "a city providing comprehensive healthcare for all." He called on all sectors, agencies, and localities to take proactive action with the highest level of determination.
To achieve the goal of ensuring that every resident received at least one periodic health check-up in 2026, Mr. Vu Tien Phung instructed the Department of Health to promptly advise the People's Committee on issuing a plan for the "90-Day Acceleration Campaign to Achieve Universal Health Check-ups in 2026." This campaign will be implemented in conjunction with the Ministry of Health's "90-Day Campaign to Clean, Enrich, and Standardize Data for 12 Specialized Health Databases" and the "100-Day Campaign to Create and Update Electronic Health Records on VNEID."
Communes and wards were instructed to develop implementation plans and complete the review of eligible residents by August 15, 2026. The Public Security Department, in coordination with the Department of Health, the Department of Science and Technology, and all 114 communes, wards, and special administrative zones, was tasked with accelerating the updating of medical examination and treatment data, integrating electronic health records, and completing the city's healthcare database to support digital transformation and the implementation of Project 06.
In addition, the Department of Finance was directed to work closely with the Department of Health in preparing budget estimates, settling expenditures, and identifying funding sources for the program, ensuring that spending is sufficient, transparent, cost-effective, and free from waste. The city's Commission for Information, Education, and Mass Mobilization was tasked with strengthening public communication campaigns to encourage residents to actively participate in preventive health check-ups, thereby improving preventive healthcare and reducing future medical costs.
To address current challenges, Mr. Vu Tien Phung instructed the Department of Health to assign hospitals and regional medical centers to support commune and ward health stations in conducting health examinations. Local authorities were also urged to strengthen the organizational capacity of grassroots health stations and encourage innovative approaches to ensure that residents in remote, coastal, and island areas have better access to healthcare services.
The city reaffirmed its commitment to continuing investment in healthcare infrastructure, medical equipment, and human resources in accordance with regulations. The Vice Chairman also called on all departments, agencies, and local authorities to remain actively engaged in directing and supporting the program rather than leaving responsibility solely to the health sector, while promptly reporting any difficulties so that timely solutions can be implemented.
