Hai Phong aims to retain top administrative reform ranking
Hai Phong ranked first nationwide in the 2025 Public Administration Reform Index and the Satisfaction Index of Public Administrative Services. Seeking to retain its leading position, the city is implementing a range of measures that place the satisfaction of residents and businesses at the center of administrative reform, making it a key measure of government performance.
In the first six months of the year, government agencies and local authorities across the city received more than 1.3 million administrative procedure applications, most of them submitted online. The rate of applications processed on time or ahead of schedule reached 99.94%.
The city has continued to digitize administrative records, documents and processing results in line with government regulations, while expanding online public services and advancing digital government. Nearly 2,000 administrative procedures have had their processing times cut by 50%, making administrative services more convenient for residents and businesses.
All communes, wards and special administrative zones across the city have issued implementation plans and registered to meet the standards of a citizen-friendly administration.
This year, Hai Phong aims to rank among the country's top five localities in the Public Administration Reform Index, the Digital Transformation Index and the Provincial Competitiveness Index, with the longer-term goal of moving into the top three.
