In recent years, social welfare in Hai Phong City has been implemented thoroughly, promptly, and at the right beneficiaries; the material and spiritual lives of people has improved, ensuring that no one is left behind. The city has directed relevant agencies to coordinate with local authorities to complete plans for repairing rebuilding, and removing temporary or dilapidated houses, supporting a total of 1,453 households, exceeding the schedule required by the Prime Minister. Hai Phong also completed the construction of 10,775 social housing units in 2025, exceeding the government-assigned target of 10,694 units. The city has issued numerous policies related to social welfare, talent attraction and policies related to visiting and caring for policy beneficiaries and people with meritorious services in the area.
