Delegates agreed on the development goals for Hai Phong to become a modern, civilized, ecological industrial seaport city of Southeast Asia; a pioneer in industrialization, modernization, digital transformation, green transition and innovation; a center of marine economy, high-quality tourism and logistics services and a leading hub of clean energy as well as marine science and technology.
 

In his conclusion, the Chairman requested departments and localities to continue providing practical opinions with the highest sense of responsibility. The Department of Finance and the consultant were assigned to collect opinions, finalize the report and submit it before December 27 for approval in accordance with regulations.
