To realize the goal of having 62–63 percent of the working-age labor force participating in social insurance by 2030, the Hai Phong Social Security Agency has proactively developed specific plans and implementation roadmaps.
Communication and dissemination of social insurance policies and laws have been identified as one of the agency’s key tasks, helping raise public awareness and build consensus among residents. Quan Toan Market in Hong An Ward is home to a large number of self-employed workers and small traders. Communication officers from the city’s social security agency have approached individuals directly to explain social insurance policies and regulations. Their friendly conversations, direct answers and dedicated consultations have proved effective in changing the perceptions of some residents regarding social insurance
With communication methods being renewed and diversified, particular attention has been paid to direct outreach and face-to-face communication. This has helped change the awareness of many households, enabling them to better understand the importance of social insurance policies. As a result, the number of people participating in voluntary social insurance and health insurance has increased, while the number of requests for one-off social insurance benefits has declined.
By the end of July this year, the city had 1.165 million people participating in social insurance, equivalent to 57.4 percent of the working-age labor force. More than 3.930 million people were covered by health insurance, representing a coverage rate of 95.4 percent of the city’s population.
These results continue to affirm residents’ confidence in social insurance and health insurance policies, as well as the social security sector’s efforts and sense of responsibility in fulfilling its political tasks and working toward improving people’s quality of life.
