Timely, coordinated, and effective implementation of the E-Commerce Law across the City
It seeks to ensure that implementation is timely, coordinated, consistent, and effective throughout the city. At the same time, the Plan aimed to establish a close coordination mechanism among municipal departments and local authorities in managing, supervising, and enforcing e-commerce legislation. Through these efforts, it also seeks to raise awareness, strengthen accountability, and improve legal compliance among government agencies, organizations, enterprises, business households, and citizens participating in e-commerce activities.
During implementation, the City People's Committee required centralized and unified direction, along with close and effective coordination among municipal departments, agencies, and the People's Committees of communes, wards, and special administrative zones, as well as other relevant units. Implementation tasks must be closely linked to the responsibilities of agency heads, while encouraging each organization to take initiative and foster innovation to ensure progress, quality, and effectiveness, avoiding formalistic approaches and waste. The implementation roadmap must also be practical and suited to local conditions.
To achieve these objectives, the City People's Committee has identified the following key tasks:
1. Disseminating the Law on E-Commerce and Its Implementing Regulations
The Law on E-Commerce and its implementing regulations will be promoted through various practical and appropriate forms, including conferences, seminars, news articles, communication programs, dedicated media sections, and legal awareness materials. The objective is to improve legal awareness and understanding of e-commerce among organizations, enterprises, business households, and the public.
The Department of Industry and Trade and the People's Committees of communes, wards, and special administrative zones will take the lead, in coordination with the E-Commerce and Digital Economy Agency and other relevant departments and organizations.
This task will be carried out during the third and fourth quarters of 2026 and continue in subsequent years.
2. Organizing Training Programs and Updating Legal Knowledge
Training programs will be organized to enhance the capacity of government officials and civil servants in state management and enforcement of e-commerce laws. Guidance will also be provided to enterprises and business households on administrative procedures, the application of e-commerce in production and business operations, and cross-border exports.
The Department of Industry and Trade and local People's Committees will serve as the lead agencies, coordinating with the E-Commerce and Digital Economy Agency, relevant departments, and universities and colleges offering Information Technology and E-Commerce programs.
The programs will be conducted during the third and fourth quarters of 2026 and continue in subsequent years. Expected outputs include training courses, educational materials, and a workforce equipped with updated legal knowledge.
3. Reviewing the Legal Framework Related to E-Commerce
A comprehensive review will be conducted of all legal normative documents issued by the City People's Council and the City People's Committee that related to e-commerce. Based on the review, proposals will be made to amend, supplement, replace, repeal, or issue new regulations to ensure consistency with the Law on E-Commerce and other applicable legislation.
The Department of Industry and Trade will lead this task in coordination with relevant departments and local authorities.
The review will commence immediately after the Government issues the Decree detailing the implementation of certain provisions of the Law on E-Commerce. The expected outputs are implementation documents and a report on the review results.
4. Developing an Interagency Coordination Mechanism
The city will develop, issue, and implement an interagency coordination regulation governing cooperation among departments, agencies, local authorities, and relevant units in the state management of e-commerce activities. The objective is to strengthen the effectiveness and efficiency of government oversight.
The Department of Industry and Trade will lead this task in coordination with other departments and local authorities.
The regulation is scheduled to be completed in the fourth quarter of 2026 with the final output being a decision promulgating the interagency coordination regulation.
Responsibilities for Implementation
The City People's Committee assigns all departments, agencies, the People's Committees of communes, wards, and special administrative zones, and other relevant organizations to implement their assigned responsibilities under the Plan within their respective functions and authorities, ensuring timely, high-quality, and effective execution.
The Department of Industry and Trade is responsible for monitoring and supervising implementation, consolidating progress reports, and reporting the implementation results to the City People's Committee.
