To date, more than 3.9 million people in the city participate in health insurance, representing over 95% coverage. Annually, the Health Insurance Fund covers medical costs for roughly 5.7 million visits, with total spending exceeding VND 5 trillion. Health insurance increasingly serves as a “financial shield,” helping residents reduce medical expenses and seek treatment with confidence.

To maintain and expand coverage, Hai Phong has strengthened its Steering Committees for social insurance and health insurance across all 114 communes, wards and special zones; it is also implementing City Council Resolution No. 57 to subsidize health insurance contributions for priority groups for 2026–2030, contributing to social protection.

Hai Phong targets over 95.5% health insurance coverage by the end of 2026 and aims to achieve universal health insurance by 2030. Alongside intensified communications, the city will continue improving the quality of medical services, applying information technology and streamlining administrative procedures to reinforce public trust in social protection policies.
