General Secretary and State President To Lam attends and directs the government's online conference with local authorities
On the morning of July 4 in Hanoi, the Government held its regular meeting for June and an online conference with local authorities. General Secretary and State President To Lam attended and delivered directives at the Government's main venue.
Also in attendance were Politburo members Tran Thanh Man, Chairman of the National Assembly, and Tran Cam Tu, Permanent Member of the Secretariat. Prime Minister Le Minh Hung chaired the conference, which was attended by representatives of central Party committees, ministries, and agencies.
At the Hai Phong venue, participants included Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the city's National Assembly Delegation; Do Thanh Trung, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People's Council; along with members of the Standing Committee of the City Party Committee and Vice Chairpersons of the City People's Committee.
Socio-Economic Performance Shows Positive Progress, GDP Grows by 8.18%
The conference focused on a comprehensive assessment of the country's socio-economic performance during the first six months of the year and on setting priorities for the remaining six months of 2026.
In his opening remarks, Prime Minister Le Minh Hung emphasized that under the close leadership of the Party Central Committee, the Politburo, the Secretariat, and especially General Secretary and State President To Lam, together with the close coordination of the National Assembly and the entire political system, the Government, ministries, sectors, and local authorities had implemented synchronized and decisive economic measures.
As a result, socio-economic conditions in June, the second quarter, and the first half of 2026 continued to improve, with each quarter outperforming the previous one, providing a solid foundation for achieving the year's development targets.
During the first half of 2026: Gross Domestic Product (GDP) was estimated to grow by 8.18% year-on-year, the manufacturing and processing sector remained the primary driver of economic growth, total social investment reached approximately VND 1,807.8 trillion, disbursed foreign direct investment (FDI) totaled approximately USD 13.03 billion, up 11.2% from the same period last year and the highest first-half figure recorded in the past five years, public investment was accelerated to improve strategic infrastructure, around 169,800 enterprises were newly established or resumed operations, total retail sales of goods and consumer service revenue increased by 7.3%International tourist arrivals reached approximately 12.3 million, the average consumer price Index (CPI) rose by 4.38% with inflation remaining under control and within the target set by the National Assembly.
During the discussions, representatives from ministries, agencies, and local governments analyzed existing challenges, identified the causes of remaining shortcomings, and proposed comprehensive and practical solutions aimed at achieving double-digit economic growth while maintaining macroeconomic stability.
Key priorities included accelerating the disbursement of public investment, removing obstacles to production, business activities, and exports, improving the investment climate, advancing administrative reform and decentralization, promoting renewable energy, science and technology, and digital transformation, preparing for the 2026–2027 academic year.
In his concluding remarks, General Secretary and State President To Lam praised the achievements made during the first half of the year while candidly pointing out several shortcomings that required urgent attention including slower growth in some localities, delays in public investment disbursement, weak domestic demand, and limited implementation capacity in certain areas.
He stressed that the tasks for the second half of 2026 would be particularly demanding and called on the Government and local authorities to decisively remove development bottlenecks in order to sustain economic growth.
He emphasized the need to maximize the leading role of public investment while mobilizing private and social resources, ensure energy security, food security, water security, and data security, expand export markets and continue institutional reform and improve the business environment, enhance the effectiveness of the two-tier local government system, promote decentralization together with stronger inspection and oversight, make digital transformation and innovation genuine drivers of economic growth, improve education and workforce development, strengthen social welfare while safeguarding national defense and security.
General Secretary and State President To Lam also urged ministries, sectors, and local governments to promptly translate these priorities into concrete action plans with clear implementation roadmaps and clearly assigned responsibilities for leaders at every level. He called for stronger inspection and supervision to eliminate the tendency to avoid or shift responsibility within the public administration ensuring that the Party's and Government's policies and resolutions are translated into tangible results and helping the country enter a new phase of rapid and sustainable development.
