Improve Service Quality, Promote Professional Conduct, and Ensure a Safe and Civilized Tourism Environment
Hai Phong City Vice Chairman Nguyen Minh Hung has issued a directive on the continued implementation of measures to strengthen the management of tourist accommodation businesses across the city.

Accordingly, the Department of Culture, Sports and Tourism shall take the lead, in coordination with relevant departments, agencies, and local authorities, in monitoring and urging tourist accommodation establishments to rectify deficiencies identified during inspections. The Department shall also review and update the database of tourist accommodation establishments to support state management.
In addition, it shall provide guidance to organizations and individuals engaged in tourist accommodation services to ensure full compliance with legal requirements governing business operations, improve service quality, promote professional conduct, and maintain a safe and civilized tourism environment. Difficulties and issues beyond its authority shall be consolidated and reported to the City People's Committee.
The City Police Department is assigned to direct its functional forces to strengthen inspections and provide guidance to accommodation establishments on strict compliance with regulations on security and public order, guest registration, and the prevention of social evils. It shall also inspect compliance with fire prevention and fighting regulations, as well as rescue and emergency response requirements, and handle or recommend penalties for violations in accordance with its authority.
Furthermore, the City Police shall coordinate with relevant agencies to review and assess accommodation establishments constructed before the new fire safety regulations came into effect, study appropriate guidance on maintaining safety conditions, and propose suitable solutions for existing buildings in accordance with applicable laws.
The Department of Agriculture and Environment shall take the lead, in coordination with ward and special-zone People's Committees, in reviewing, inspecting, and guiding tourist accommodation establishments in complying with environmental protection regulations. It shall require establishments to complete environmental documentation as prescribed by law and take or recommend enforcement actions against those that fail to comply.
The Department of Construction, within its assigned functions and responsibilities, shall coordinate in reviewing building conditions, structural integrity, technical safety, and operational requirements of tourist accommodation establishments. It shall also guide local authorities in inspecting and handling cases where buildings are used for accommodation purposes without meeting their intended functions or required safety standards.
The Department of Industry and Trade, in coordination with the Department of Culture, Sports and Tourism and local authorities, shall strengthen guidance on price listing, price transparency, and compliance with posted prices for tourist accommodation services to safeguard consumers' rights. It shall also direct market surveillance authorities to cooperate with local governments in inspecting and handling pricing violations in accordance with the law.
The Department of Health shall coordinate with relevant agencies and local authorities to strengthen guidance and inspections of food safety compliance at accommodation establishments that provide food and beverage services and shall take enforcement action against violators.
The People's Committees of Do Son, Cat Hai, Gia Vien, Hong Bang, and other localities with tourist accommodation establishments are instructed to strengthen state management of accommodation business activities within their jurisdictions. They shall regularly inspect and guide establishments in maintaining business eligibility and complying with regulations on pricing, public security, fire prevention and fighting, environmental protection, food safety, and other applicable legal requirements.
In addition, local authorities shall promptly inspect and handle, within their competence, cases referred by the inter-agency inspection team. They shall closely monitor establishments that have suspended operations, are undergoing renovation, have changed ownership, are subject to land recovery, or have ceased accommodation business activities, ensuring that such establishments do not resume operations until all statutory requirements have been fully satisfied.
Local authorities shall also continue implementing urban improvement measures and managing accommodation establishments subject to land recovery under approved planning schemes. They are encouraged to expand the practice of publicly displaying accommodation price lists together with local government hotline numbers in order to enhance regulatory effectiveness and better protect the rights and interests of tourists.
