The delegation conducted on-site inspections of six major transport infrastructure projects located in Thanh Ha, Binh Giang, Ke Sat, and Thach Khoi.
Provincial Road 390B Upgrade and Thanh Ha Bypass
The project to upgrade Provincial Road 390B and build a new bypass around the center of Thanh Ha Town has a total investment of VND 720.44 billion.
Land clearance has been fully completed and the site handed over to the contractor. Construction has reached approximately 61.5% of the contract value. Earthworks on the bypass have been completed and surcharge loading is underway to stabilize weak ground. Expansion of Ac Bridge has been completed, while major structural works on the Huong River Bridge are progressing steadily.
However, a 350-meter connecting section linking the bypass to Provincial Road 390B has not yet commenced because it falls within a separate urban residential development project that is currently undergoing planning adjustments.
Provincial Road 396 Extension
The Provincial Road 396 Extension Project, connecting Provincial Roads 391 and 390, has a total investment of VND 846.42 billion and a length of 7.61 km.
Land clearance has been completed across the project area. The first section (2.34 km) has already been completed and opened to traffic. Construction of the remaining section has reached about 65% completion.
The 909.95-meter Thai Binh River Bridge has made substantial progress, with all bored piles completed, bridge piers constructed, all 90 Super-T girders fabricated, and major bridge spans installed.
Despite this progress, the road section is approximately 120 days behind schedule due to earlier site access constraints, adverse weather, flooding of construction access roads, shortages of fill materials, and financial difficulties faced by the contractor.
Construction of the Thai Binh River Bridge is progressing actively.
Provincial Road 394B Project
The project to construct Provincial Road 394B, linking Provincial Road 395 with the North–South Corridor in Thanh Mien District, has a total investment of VND 1.208 trillion.
Land clearance is nearly complete, while relocation of electricity infrastructure is ongoing.
Road construction has reached approximately 40%, and the expressway overpass package has reached around 70% completion. However, the project continues to face challenges due to shortages and rising prices of construction materials, as well as delays in relocating power lines.
New Cay Bridge Approach Road
The project to build the new Cay Bridge approach road and extend the 33-meter boulevard connecting to Vu Cong Dan Street has a total investment of VND 469.47 billion.
Land acquisition has been fully completed. Construction has reached approximately 70%, with the first section completed and most of the remaining road already paved with asphalt. The remaining works focus on ground stabilization, road foundations, street lighting, and traffic safety facilities.
Project managers have also proposed an additional investment of VND 218 billion to extend the route through Dai An Industrial Park and widen sidewalks along a connecting section.
Hai Duong Ring Road I
The section of Hai Duong Ring Road I, extending from Vo Nguyen Giap Boulevard to the expanded Dai An Industrial Park, has a total investment of VND 436.3 billion.
Construction has achieved about 24.2% of the contract value. The project is approximately three months behind schedule because of unresolved residential land clearance, relocation of graves, rising material costs, and insufficient construction mobilization by the contractor.
National Highway 37 Bypass at Gia Loc
The bypass project for National Highway 37 through Gia Loc Town has a total investment of VND 612.15 billion.
Land clearance is largely complete, while relocation of power lines near Thong Nhat Bridge is expected to finish before August 10, 2026. Construction has reached about 46% of the contract value.
Project completion is now expected in September 2026, later than originally planned, due to previous resettlement issues, shortages of construction materials, and financial difficulties experienced by the contractor. Procedures are also underway to adjust the investment plan for an additional 366-meter connection to Vo Van Kiet Boulevard.
Standing Vice Chairman Calls for Stronger Efforts
After reviewing progress and hearing reports from project owners and contractors, Standing Vice Chairman Le Anh Quan acknowledged the efforts made despite challenges related to land clearance, construction material supply, and weather conditions.
However, he noted that several projects remain behind schedule, with unresolved land clearance issues and insufficient construction capacity from some contractors.
He instructed project owners to closely monitor project schedules, review delayed work items, develop detailed construction plans, mobilize maximum manpower, equipment, and machinery, take advantage of favorable weather conditions to accelerate construction while ensuring quality, technical standards, aesthetics, workplace safety, and environmental protection. 
He also directed relevant departments and agencies to promptly resolve issues related to construction material supply, expedite procedures for adjusting investment policies where necessary, and shorten administrative processing times to facilitate project implementation.
Local authorities were instructed to resolve all remaining land clearance issues, particularly those involving residential land, technical infrastructure, power systems, and graves, while strengthening public outreach to gain residents' cooperation in handing over project sites.
Contractors were urged to allocate sufficient financial resources, personnel, and equipment to accelerate construction and immediately address slow implementation at several project sites. If contractors fail to meet agreed timelines or quality standards, project owners must promptly report to the City People's Committee for appropriate action.
Concluding the inspection, Mr. Le Anh Quan emphasized that all six projects play a critical role in improving Hai Phong's transport infrastructure following the city's administrative consolidation, expanding development space, strengthening regional connectivity, and attracting investment. He called on all stakeholders to work closely together, proactively resolve obstacles, and ensure the projects are completed on schedule.
