Thuy Nguyen District is currently surveying one agricultural land area for the development of the Kiềm Bái- Cao Nhân industrial cluster. This is one of the four industrial clusters planned according to Decision No. 1516/2023 of the Prime Minister, which approves the urban planning of Hai Phong for the 2021-2030 period, with a vision towards 2050. This development aims to attract investors and create favorable conditions for industrial growth.

According to the Urban Governance Organization Resolution of Hai Phong City, Thuy Nguyen will become a city under Hai Phong City, largely following the model of Thu Duc City in Ho Chi Minh City. Thuy Nguyen City is expected to be a new administrative center for Hai Phong City acting as an expanded urban area with regional centers, developing in a green and sustainable direction. Therefore, integrated planning is a key issue for the locality.

To meet the demands of a modern and civilized city, in addition to industrial and service development planning, many tasks such as urban renovation, upgrading, housing development, and addressing migration issues will also need to be prioritized and implemented by the local authorities in the coming period./.
