Launch of the “Digital Summer Campaign with VNEID” to guide digital citizens and support the implementation of project 06
On the morning of June 22, the Hai Phong City Police, in coordination with the Hai Phong Youth Union launched the “Digital Summer Campaign with VNEID guiding digital citizens and supporting people in implementing project 06.
This practical initiative aimed to promote the pioneering spirit of young people while bringing the benefits of Project 06 and the VNEID application closer to the daily lives of residents in Hai Phong.
Significant Progress in Project 06 Implementation
In 2026, the tasks under Project 06 have become an urgent and important political mission contributing to the modernization of state administration and improving public services.
During the first six months of 2026, Hai Phong City Police received 341,633 applications for citizen identification cards. As of June 18, 2026 3,303,073 Level -2 electronic identification accounts had been registered, 3,024,657 accounts had been successfully activated achieving an activation rate of 92.47%. Hence, the proportion of residents possessing electronic identification accounts reached 75.65% of the city's resident population creating a solid foundation for achieving the city's target of at least 80% VNEID account coverage in 2026.
In addition, by June 1, 2026, 34,868 businesses, cooperatives, agencies, and organizations had successfully registered organizational digital identity accounts on the system.
Integration of digital services on VNEID
The city continued to actively expand the range of services integrated into the VNEID platform: social security accounts: 754,702 cases integrated (24.95%), health insurance cards 2,052,250 integrations out of 4,366,302 citizens with Level 2 digital identity accounts (47%), driver’s licenses: 790,134 integrations completed (26.12%).
Challenges and Limitations
Despite these achievements, several challenges remain: approximately 278,416 approved accounts have not yet been activated by users., some residents do not use smartphones, frequently change phone numbers, or are unfamiliar with digital technologies, making activation difficult, data synchronization between social insurance databases, driver’s license databases, and the national digital identity system is sometimes delayed, causing integration requests to be rejected or resubmitted, the implementation of electronic health records for citizens without health insurance remained difficult because healthcare data has not yet been fully integrated across systems.
Campaign Activities
Under the digital summer campaign with VNEID, authorities throughout Hai Phong will carry out coordinated activities from the city level down to villages and residential neighborhoods.
Local governments at commune, ward, and township levels will establish task forces involving multiple agencies. Specifically local police units will handle digital identity registration procedures, supporting forces including social insurance agencies, cultural departments, military units, youth unions, women’s unions, community digital technology teams and neighborhood groups will form mobile teams.
These teams will visit residential areas, industrial parks, rental housing complexes, and remote communities to provide direct assistance.
Their responsibilities include helping citizens activate digital identity accounts, guiding the integration and use of digital services on VNEID providing special support for vulnerable groups, elderly citizens, workers, and laborers.
Promoting everyday use of VNEID
The campaign focused on helping citizens integrate important documents into the VNEID application including driver’s licenses, health insurance cards, social insurance information, social welfare payment accounts
The ultimate goal is not only to issue and activate accounts but also to ensure that citizens understand, trust and regularly use VNEID for administrative procedures, healthcare services, and essential digital transactions.
Involvement of schools, banks, and telecommunications providers
Educational institutions across the city will cooperate with authorities to encourage parents to activate approved digital identity accounts. Meanwhile, local police will continue issuing citizen identification cards and Level-2 digital identity accounts to children aged 6–14 who have not yet obtained identification cards.
To facilitate broader participation in the digital environment, commercial banks will assist citizens in opening bank accounts for cashless social welfare payments, telecommunications providers will help standardize subscriber information, update identification records, and issue SIM cards registered under the correct owner’s name for citizens aged 14 and above ensuring safe activation and use of VNEID.
