Hai Phong Records Robust 11.81% GRDP Growth in 2025, Reinforcing Its Role as a Key Economic Engine
Despite ongoing global and domestic challenges, Hai Phong maintained strong economic momentum in 2025, posting a gross regional domestic product (GRDP) growth rate of 11.81%, according to official data released by the Hai Phong City Statistics Office.

The announcement was made at a press conference held on January 6, chaired by Mr. Tang Ba Phuc, Head of the City Statistics Office, with the participation of representatives from key municipal departments and central and local media outlets.
With this performance, Hai Phong ranked first among Viet Nam’s centrally governed cities, second in the Red River Delta, and second nationwide, trailing only Quang Ninh Province. Notably, the city has now achieved double-digit economic growth for 11 consecutive years, underscoring its resilience and long-term development trajectory.
Economic Scale and Structural Transformation
Following the administrative consolidation with Hai Duong Province, Hai Phong’s GRDP at current prices in 2025 is estimated at VND 734.4 trillion (approximately USD 29.4 billion). State budget revenue reached a historic high of VND 190.4 trillion, reflecting strong fiscal capacity and sustained economic expansion.
The city’s economic structure continued to evolve toward industrialization and modernization, with industry–construction and services serving as the primary growth pillars. Industrial production grew steadily, while export turnover reached USD 35 billion, reinforcing Hai Phong’s position as a major manufacturing and logistics hub in northern Viet Nam.
Social indicators also recorded notable progress. GRDP per capita rose to VND 194.5 million per year, more than 61,000 jobs were created, and the multidimensional poverty rate declined to 0.5%, among the lowest levels nationwide.
Strategic Priorities for 2026–2030
The year 2026 marks the beginning of Hai Phong’s new development phase for 2026–2030, with an ambitious target of approximately 13% GRDP growth. To support this objective, the city plans to prioritize large-scale, high-impact investments, including:
• Transport infrastructure: Accelerating key projects such as the East–West high-speed corridor and the Ninh Binh–Hai Phong Expressway.
• Seaports and logistics: Expanding berths 7–12 at the Lach Huyen International Gateway Port and advancing feasibility studies for the Nam Do Son Seaport.
• Economic zones and urban services: Developing infrastructure in the Southern Coastal Economic Zone, alongside investments in digital infrastructure and high-quality education and healthcare.
Speaking at the press conference, Mr. Tang Ba Phuc emphasized that the city’s 2025 results reflect effective governance, proactive policy implementation, and strong engagement from the business community. These foundations position Hai Phong to capitalize on its advantages in modern port infrastructure, large-scale industrial capacity, and globally recognized cultural and natural assets.
“With these strengths,” he noted, “Hai Phong is well positioned to emerge as a modern international port city, comparable to leading urban centers across Asia.”
