Hai Phong People’s Committee Chairman Do Thanh Trung works with Hai Phong Economic Zone Authority
On the morning of May 20, Mr. Do Thanh Trung, Deputy Secretary of the City Party Committee and Chairman of the Hai Phong People’s Committee held a working session with the Hai Phong Economic Zone Authority regarding the implementation of socio-economic tasks in 2025 and the first four months of 2026, as well as key directions and tasks for the coming period.
Attending the meeting were: Mr. Le Anh Quan, Member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the City People’s Committee; Mr. Le Trung Kien, Member of the Standing Committee of the City Party Committee and Vice Chairman of the City People’s Committee; Mr. Pham Van Thep, Member of the Standing Committee of the City Party Committee and Head of the Hai Phong Economic Zone Authority; Mr. Bui Van Thang, Member of the Standing Committee of the City Party Committee and Director of the Department of Agriculture and Environment; along with representatives from various departments, sectors, and agencies.
Investment and Economic Performance
According to the report of the Hai Phong Economic Zone Authority, in 2025 foreign direct investment (FDI) attracted into industrial parks and economic zones reached more than USD 2.5 billion, accounting for 87.8% of the city’s total FDI attraction. The total number of FDI projects reached 1,034, with cumulative registered capital exceeding USD 43.1 billion.
Domestic direct investment (DDI) in industrial parks and economic zones reached more than VND 364.333 trillion, accounting for approximately 86% of the city’s total DDI attraction. Budget contributions totaled VND 20.453 trillion, representing 11% of the city’s total budget revenue. Export turnover reached USD 41.98 billion, accounting for 84% of the city’s total exports.
During the first four months of 2026, total FDI in industrial parks and economic zones reached USD 1.248 billion, equivalent to 34.69% of the annual growth target scenario (USD 3.6 billion). By April 2026, the city had attracted 1,047 FDI projects with cumulative investment capital estimated at more than USD 44.3 billion.
Revenue in the first four months of 2026 from 144 manufacturing enterprises reached VND 362.603 trillion, an increase of 22.27% compared to the same period last year, fulfilling approximately 25.3% of the 2026 growth target. Industrial project revenues in industrial parks and economic zones were estimated at VND 12.242 trillion, equal to about 27.23% of the 2026 growth target.
Domestic investment attraction reached VND 24.141 trillion. By April 2026, the city had attracted 392 domestic projects with total registered capital exceeding VND 601.581 trillion. Budget contributions from enterprises in industrial parks and economic zones were estimated at VND 6.818 trillion.
Industrial Park Development and Workforce
Seven industrial parks have commenced construction: Vinh Quang, Tien Lang, Tiên Lang Airport (Zone B), Binh Giang, Hoang Dieu, Nam Trang Cat, and Thuy Nguyen (Phase 1), with a total area of 1,850.45 hectares and total investment capital of approximately VND 30.743 trillion.
The authority has also developed a set of indicators and land-access conditions for industrial parks and economic zones in Hai Phong and submitted them to the city government for review and issuance. Meetings have been organized with infrastructure investors to register for conversion to eco-industrial park models or to develop new eco-industrial parks.
Regarding labor conditions, industrial parks and economic zones currently employ 371,418 workers, including 361,498 Vietnamese workers and 9,920 foreign workers. The average worker income is around VND 12 million per month. The workforce training rate exceeds 90%, including enterprise-led training and retraining after recruitment to meet production and business requirements.
Administrative Reform and Digital Transformation
In terms of administrative reform and digital transformation, all 54 administrative procedures have been integrated into the National Public Service Portal. The authority is actively implementing digital transformation and upgrading the e-Heza system toward a modern and intelligent platform to improve state management efficiency and business support.
Environmental data have been connected and synchronized with the city’s monitoring system to track wastewater and emissions data from enterprises in industrial parks and economic zones. The authority is also integrating industrial park and economic zone databases into the city’s IOC system, regularly updating data on investment attraction, occupancy rates, enterprise numbers, labor, and business operations.
Recommendations and Proposals
At the meeting, the Hai Phong Economic Zone Authority proposed that the city introduced mechanisms and policies to purchase or encourage enterprises to purchase social housing for lease to workers and laborers. The authority also requested localities to accelerate land clearance for several industrial parks.
In addition, the authority proposed studying the establishment of startup and innovation zones within the Free Trade Zone connected with research institutes and universities; creating venture capital funds for technology startups; and supporting connections with investment funds, associations, and international organizations.
The authority also recommended policies to support startups, innovative enterprises, and supporting-industry businesses, as well as the establishment of a centralized management and operational body for the Free Trade Zone under a “one-stop-shop” mechanism.
Chairman Do Thanh Trung’s Remarks
After hearing reports and comments from delegates, Chairman Do Thanh Trung acknowledged that the Hai Phong Economic Zone Authority had promptly and effectively implemented the Resolution of the 14th National Party Congress, the Resolution of the City Party Congress for the 2025–2030 term, and directives from the City Party Committee and the City People’s Committee, achieving positive results and contributing significantly to the city’s socio-economic development.
Regarding future tasks, the Chairman requested the authority to focus on effectively implementing special incentive mechanisms under National Assembly Resolution No. 226/2025/QH15; proactively coordinate with departments, sectors, and localities to resolve difficulties in land clearance for industrial parks and economic zones; and ensure clean-site handover according to commitments made to investors.
He also emphasized strengthening investment promotion and improving the quality of FDI attraction while enhancing investment supervision. The authority should focus on addressing labor shortages and developing worker housing, regularly surveying labor demand, and coordinating recruitment and enterprise-order training activities.
Chairman Trung further stressed the need to maintain the authority’s role as a bridge between enterprises and educational institutions, strengthen support for businesses, regularly organize business dialogue conferences, promptly resolve difficulties arising in investment and production activities, and continue promoting administrative reform and digital transformation to improve investor services and reduce administrative processing times.
