Hai Phong Implements Measures to Enhance Competitiveness, Improve Business Environment, Striving to Maintain Top 5 PCI, Aiming for Top 3 Nationwide in 2026
On April 1, 2026, the People’s Committee of Hai Phong City issued Plan No. 69/KH-UBND to implement Resolution No. 02/NQ-CP dated January 8, 2026, of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2026 in Hai Phong.

According to the plan, the city identifies improving the investment and business environment as an important and urgent task, prioritizing efforts to remove difficulties, eliminate barriers, and address institutional and implementation bottlenecks, creating a healthy and fair business environment that encourages all economic sectors to develop.

In 2026, Hai Phong aims to continue significantly improving the quality of the business environment, creating a competitive, transparent, stable investment climate, reducing compliance costs, aligning with international best practices, encouraging innovation, unleashing productive capacity, mobilizing all resources, and generating new development momentum.

Specific targets for 2026 include:

  • Maintaining the PCI ranking within the top 5 provinces and cities nationwide, striving for the top 3;
  • Placing the Public Administration Reform Index (PAR Index) and citizen satisfaction index (SIPAS) among the top 5 localities, striving for the top 3;
  • Increasing the number of newly registered and re-registered enterprises by approximately 15% compared to 2025 (expected 11,020 enterprises).

To achieve these goals, the People’s Committee has identified 41 specific tasks, focusing on 6 breakthrough solution groups:

  1. Complete and synchronize legal regulations, remove legal bottlenecks, and innovate the approach to lawmaking and enforcement to ensure the economy operates under a socialist-oriented market mechanism.
  2. Reform administrative procedures, improve efficiency in serving citizens and businesses, and facilitate access to capital, land, production sites, and high-quality human resources.
  3. Support the sustainable development of the private and state sectors, promote innovation, digital and green transformation, and attract advanced high-tech to enhance competitiveness and sustainable business efficiency.
  4. Provide practical support to small and micro enterprises and household businesses; improve business development services; build a full, professional support ecosystem; enhance the quality and effectiveness of inspections, including specialized inspections, while reducing burdens on enterprises.
  5. Assign specific responsibilities to each department and agency; the Department of Culture, Sports and Tourism will lead communication and dissemination of the Resolution and the City Plan; the Department of Finance will monitor and consolidate the improvement of the business environment across the city.
  6. Business associations and enterprise federations will promptly gather policy feedback and operational difficulties from enterprises and report to the Department of Finance for submission to the People’s Committee.

The People’s Committee assigns the heads of departments, agencies, and communes, as well as relevant units, to proactively develop and implement action plans and optimal solutions to achieve the targets and tasks outlined in the plan.
