Digital transformation in port border procedures
To improve management efficiency and facilitate trade, imports-exports and international integration, the Hai Phong Border Guard Command is stepping up the application of information technology and digital transformation in immigration control at seaports.
At Hai Phong Port Border Gate, Nguyen Dinh Phuong from Gemadept Port Services Joint Stock Company was able to obtain shore leave permits quickly, as crew lists and documentation were submitted online.
From the beginning of 2026 to March 31, port border guards handled electronic procedures for 3,859 vessel calls and 77,180 crew members. The unit has also introduced 2D barcode technology for permit control, reducing processing time from about three minutes per person to about 30 seconds-one minute.
Camera systems have been installed to support a shift from direct onboard inspection to indirect monitoring by area, including at port gates using technical equipment.
In the coming period, the city’s border guards will focus on personnel training, equipment investment and professional capacity building, while studying and proposing investment in digital infrastructure and automated immigration control systems through 2030.
