The master planning of Hai Phong City, with a vision for 2045–2050, includes being developed on a high level and being in the group of leading cities in Asia and the world. Hai Phong aims to be a first-grade State-run city, a major marine economic center of the country, and the center of education, health, science, and technology for the northern coastal region. The targets also consist of being a green, civilized, and modern port city, the focal point of traffic, domestic and international exchange, and a strategically positioned area in national defense and security. Hai Phong City is to be developed according to the model of "Multi-center urban and satellite cities,” with the spatial structure of Two belts - Three corridors - Three centers and satellite cities, equipped with synchronous, modern, high-quality, and sustainable infrastructure, adhering the criteria of a first-grade urban area and meeting those of a special-grade urban area by 2030. 

Speaking at the announcement ceremony, Deputy Minister of Construction Mr. Nguyen Tuong Van and Vice Chairman of the City People's Committee Mr. Le Anh Quan emphasized that the master plan of Hai Phong City had defined a new vision, affirming the city’s future success. The city has a high level of development in the group of leading cities in Asia and the world. It is necessary to continue renovating urban planning and development to meet the growing development needs of society and people. In which attention is paid to green urban trends, smart cities, and sustainable urban development, enhancing the application of information technology and digital transformation in planning to improve accuracy, efficiency, transparency, and better forecasting urban development trends; along with that, focusing on prioritizing resources for investment in urban technical infrastructure associated with social infrastructure, with solutions for economical use of budget capital source; mobilizing to maximum and effectively using the business sources and economic sectors to invest and comprehensively develop, contributing to constructing Hai Phong to quickly become the country’s leading locality in industrialization and modernization”.
