Chairman of the Hai Phong People’s Committee Do Thanh Trung delivers a report at the Session.

The Chairman stated that in the first six months of 2026, the city’s socio-economic development goals continued to achieve many remarkable results, with most of the assigned targets and tasks basically completed comprehensively. Specifically, the economy maintained a high growth momentum; Hai Phong’s GRDP in the first six months of 2026 increased by 11.33%, ranking third nationwide, leading among the seven centrally governed cities, and placing the city among the four localities with growth rates exceeding 11%.

Total state budget revenue (according to data as of June 27, 2026 in the report submitted to the Session) reached nearly VND 115 trillion, equivalent to 60% of the annual assigned estimate. Of this amount, domestic revenue reached nearly VND 60 trillion, while import-export revenue exceeded VND 48.6 trillion. Updated figures through the end of June showed total revenue exceeding VND 116 trillion, including domestic revenue of over VND 60 trillion and import-export revenue of more than VND 49 trillion.

Foreign direct investment (FDI) attraction was estimated at USD 3.1 billion, 1.75 times higher than the same period last year. Total export turnover was estimated at nearly USD 26 billion, an increase of 8.3% compared with the same period in 2025. Cargo throughput through the city’s ports was estimated at nearly 96 million tonnes, up 11.4% year-on-year.

Public investment disbursement (according to data as of June 27, 2026 in the report submitted to the Session) reached nearly VND 15.5 trillion, equivalent to 40% of the annual assigned capital plan, higher than the national average of 35.5%. Updated figures through the end of June showed disbursement reaching nearly VND 16.5 trillion, equivalent to 42.3% of the assigned annual plan.

The city organized groundbreaking and inauguration ceremonies for 15 projects and works to celebrate major national holidays in April and May, with a total investment of more than VND 26 trillion. Among these was the groundbreaking of a rental housing project implemented under the direction of Party and Government leaders, with more than 1,000 apartments and a total investment of over VND 1.1 trillion.

At the same time, the Prime Minister decided to establish a Specialized Economic Zone with an area of more than 5,300 hectares and approved the General Planning of the Southern Coastal Economic Zone with a scale of 20,000 hectares.

The fields of culture, sports, healthcare, education and training, science and technology, and digital transformation also achieved positive results. In particular, the city successfully organized the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, with voter turnout reaching 99.85%, higher than the national average of 99.7%.

Haiphong was honored among the five localities with outstanding economic governance quality according to the 2025 Provincial Competitiveness Index (PCI) results and continued to lead the country in the Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administrative Services (SIPAS) in 2025. National defense, security, and social order and safety in the city continued to be maintained, with combat readiness duties strictly observed.

Overview of the Session.

Regarding key tasks and solutions for the last six months of 2026, Chairman of the City People’s Committee Do Thanh Trung emphasized that the city will remain steadfast in pursuing an economic growth target of 13% or higher, adjusting the growth scenario for the remaining months of 2026 and making efforts to offset the growth shortfall from the first half of the year.

The city will adjust plans and scenarios for public investment disbursement, implement measures to minimize the impacts of price fluctuations and shortages of construction materials, take advantage of favorable weather conditions, focus on site clearance and resettlement projects, accelerate implementation progress and public investment disbursement, and strive to exceed the assigned capital disbursement target.

The city will also issue an action plan to implement Resolution No. 11-NQ/TU dated July 15, 2026 of the Executive Committee of the Haiphong Party Committee on strengthening leadership and direction in achieving GRDP growth targets of 13% or higher on average during the second half of 2026 and the 2026–2030 period.

Accordingly, the city will immediately carry out tasks for each sector, field, and specific project, ensuring progress and targets. It will proactively forecast, update, and flexibly adjust production and growth scenarios in line with market and price developments; actively respond to natural disasters, storms, floods, and climate change to minimize impacts on economic growth and development. The city will promote the application of science and technology and innovation in industrial and agricultural production to improve productivity, quality, and value. At the same time, it will promote renewable energy development, economical and efficient energy use, and proactively ensure electricity supply, especially during peak production and business periods.

The city will develop and implement a “green channel mechanism” for handling administrative procedures related to investment, land, planning, and construction to accelerate social housing, rental housing, industrial real estate, commercial and service projects, and key projects, creating breakthroughs in administrative reform and unlocking resources for economic growth.

At the same time, the city will establish a “critical progress timeline” for key projects and projects with major impacts on growth, including both public and non-budget investment projects such as transport connectivity infrastructure, energy infrastructure, industrial parks, and housing projects, in order to manage, monitor, and urge implementation, bringing projects into operation as soon as possible and increasing total social investment.

The city will organize announcements of the Prime Minister’s decisions on establishing the Specialized Economic Zone, approving the general planning of the Southern Coastal Economic Zone, launching the Free Trade Zone, and promoting investment in Haiphong.

The city will focus on resolving projects facing difficulties, obstacles, and prolonged issues under the direction of central authorities to unlock state and business resources, with approximately 151 projects and total capital of around VND 62 trillion. It will accelerate the handling of surplus public offices and land facilities after administrative unit restructuring, as well as improperly leased public properties.

The city will speed up the preparation of the General Planning for Haiphong City to 2050, with a vision to 2075, and complete and submit it to the Prime Minister for approval in 2026. It will implement approved plans and focus on attracting investment in economic zones, industrial parks, and free trade zones.

The city will effectively implement resolutions on social housing development and rental housing development plans, while arranging and relocating residents to newly built apartment buildings. It will ensure the best conditions for preparation of the 2026–2027 school year, including schools, classrooms, teachers, textbooks, teaching equipment, and a safe educational environment.

The city will continue reviewing and reducing administrative procedure processing times by at least 50%, minimizing both official and unofficial time and compliance costs. It will continue inspecting, rectifying, and removing difficulties and obstacles in the operation of the two-level local government system, especially at the commune level, to improve effectiveness and efficiency, bringing government closer to the people and better serving citizens.

The city will pay attention to social welfare, especially during the 79th Anniversary of War Invalids and Martyrs’ Day and major national holidays. It will accelerate the implementation of the “500-Day Campaign to promote the search, collection, and identification of martyrs’ remains.”

The city will proactively monitor developments, improve state management effectiveness in fire prevention and firefighting, and prepare forces and equipment to respond to the rainy and storm season. It will continue maintaining strict combat readiness, ensuring forces and resources are available for disaster prevention and civil defense tasks.
