The program aims to implement the objectives and development directions for supporting industries set out in the Prime Minister's Decision No. 929/QĐ-TTg dated 25 May 2026. It also seeks to effectively implement support and incentive policies under Government Decree No. 111/2015/NĐ-CP, as amended and supplemented by Decree No. 205/2025/NĐ-CP, thereby promoting the development of supporting industries in line with Hai Phong's strengths, potential, and development needs in the new period.

Under the program, Hai Phong aims to attract high-quality foreign direct investment (FDI) projects with strong technological and managerial spillover effects while gradually building an integrated production ecosystem linking FDI enterprises with domestic businesses. The city also seeks to develop a supporting industry ecosystem and a network of enterprises capable of manufacturing and supplying components, spare parts, and engineering materials for its key industries, the Northern Key Economic Region, and surrounding areas.

In addition, the program focuses on strengthening the capabilities of domestic enterprises so that they can gradually become Tier 1 and Tier 2 suppliers in global supply chains. Priority will be given to supporting industries serving the electronics, high-tech, mechanical engineering, automotive, and textile and footwear sectors. The city will also maximize the efficient use of industrial land and infrastructure within industrial parks, economic zones, and industrial clusters to drive supporting industry development during the 2026–2035 period.

To achieve these objectives, the program establishes specific targets for each priority supporting industry and for the development of supporting industry enterprises across the city.

Accordingly, Hai Phong will concentrate on supporting industries for five key sectors: electronics, high technology, mechanical engineering, automotive, and textiles and footwear. By 2035, the city targets localization rates of 35–40% for electronics, 20% for high-tech industries, 50% for mechanical engineering, 32–40% for automotive manufacturing, and 70% for textiles and footwear.

Regarding enterprise development, by 2030 Hai Phong aims to have 300–350 supporting industry enterprises with the capacity to participate in the supply chains of FDI companies and multinational corporations. The city will also support businesses in improving corporate governance, developing high-quality human resources, and enhancing research, innovation, and technology transfer.

By 2035, Hai Phong targets 450–500 supporting industry enterprises, creating a core group of companies capable of conducting research, design, manufacturing, and direct supply for major domestic and international manufacturers. At the same time, the city will continue supporting enterprises in strengthening management capacity, expanding research and development (R&D), adopting new technologies, and gradually building a comprehensive supporting industry ecosystem aligned with digital transformation, green transformation, innovation, and sustainable development.
