Under the plan, the city's trade sector aims to achieve average annual value-added growth of 10-10.5% during 2026-2030, contributing 7-7.5% of GRDP by 2030. Total retail sales of goods and consumer service revenue are targeted to grow by 14-15% annually. During 2031-2045, the sector is expected to maintain annual growth of 8.5-9%, contribute 7.5-8% of GRDP and record annual growth of 12.5-13% in retail sales and consumer service revenue. The plan identifies digital transformation, green transition and innovation as key growth drivers, while leveraging the city's seaports, logistics network, economic zones, industrial parks and transport infrastructure to expand commercial activity, strengthen regional connectivity and reinforce Hai Phong's role in regional and national distribution networks.
