Singapore strengthens investment cooperation, positioning VSIP Hai Phong as the hub for expanding its industrial park network.
On the morning of September 16, Standing Vice Chairman of the Hai Phong City People’s Committee Lê Anh Quân welcomed a working delegation from the Singapore Embassy in Viet Nam, accompanied by officials from the Singapore Government and the Brunei Ministry of Foreign Affairs.

The delegation was led by Donald Tsang, Deputy Ambassador of Singapore to Viet Nam, who visited Hai Phong for a working session.
Welcoming the delegation to Hai Phong, Standing Vice Chairman of the City People’s Committee Lê Anh Quân provided an overview of the city’s socio-economic development achievements, highlighting its advantageous geographical location, well-developed transportation system, and streamlined administrative procedures, all of which contribute to creating an attractive investment environment that drives Hai Phong’s rapid and sustainable growth.
Currently, the city hosts more than 1,700 foreign investment projects from over 40 countries and territories, with a total registered capital exceeding USD 50 billion. In just the first eight months of 2025, Hai Phong attracted USD 1.9 billion in new investment. The Government has approved the establishment of the Southern Hai Phong Coastal Economic Zone, covering approximately 20,000 hectares. This is a comprehensive coastal economic zone developed under the model of green growth, circular economy, and sustainable development, featuring a free trade zone  with breakthrough and superior mechanisms and policies
Expressing his delight at the deepening of the Viet Nam–Singapore Comprehensive Strategic Partnership, which is bringing tangible benefits to the people and businesses of both countries, Standing Vice Chairman of the Hai Phong City People’s Committee Lê Anh Quân emphasized that, thanks to many shared characteristics, cooperation between Hai Phong and Singaporean partners has achieved significant results in recent years.
As of September 2025, Singapore has 1,434 projects in Hai Phong with a total investment of nearly USD 11 billion, ranking second in terms of total capital among all countries and territories investing in the city. These projects have made substantial contributions to the city’s overall development.
The Standing Vice Chairman expressed his hope that following this visit and working session, the delegation would gain valuable insights and a deeper understanding about potential development as well as cooperation opportunities in Hai Phong thereby fostering a strong and enduring partnership between the two sides, contributing to the cultivation of friendship and shared development in the future.
Thanking the city’s leaders for their warm welcome, Donald Tsang, Deputy Ambassador of Singapore in Viet Nam, stated that with its many advantages and potential, Hai Phong is a safe and effective investment destination for foreign investors, including those from Singapore. In the coming time, Singapore will further strengthen investment cooperation in Viet Nam in general and Hai Phong in particular. As part of its strategy to expand the VSIP industrial park network across multiple provinces and cities in Viet Nam, the VSIP Hai Phong Industrial Park will serve as the central hub.
He highly appreciated the local government’s efforts in attracting, inviting, and supporting foreign investors to cooperate and do business in Hai Phong. The Deputy Ambassador expressed his confidence that in the near future, more Singaporean businesses and partners will come to seek opportunities and expand investment in the city, further promoting cooperation between the two sides across various fields.
