Hai Phong rolls out incentives to attract high-quality talent
Hai Phong has introduced a range of policies to attract and retain talented professionals and highly qualified workers, including Resolution No. 53 of the City People's Council, which provides preferential incentives aimed at creating favorable conditions for experts and researchers to step up innovation in the city.
Hai Phong considers attracting and making effective use of talent a key task to meet the requirements of rapid and sustainable development, contributing to the implementation of the national talent strategy through 2030 with a vision to 2050. The city aims to build a pool of experts, scientists and highly capable professionals in key sectors. A notable feature of the policy is its comprehensive approach, covering training, recruitment, incentives and recognition.

Previously, experts and scientists mainly contributed to the city's socio-economic development through science and technology programs under existing regulations, limiting the effective use of the expertise of domestic and international specialists.

In addition to incentives, the city also places strong emphasis on accountability. Beneficiaries are required to commit to working for at least 10 years, except professors and associate professors. Those who fail to meet their commitments or do not fulfil their responsibilities must reimburse the financial support they have received in accordance with regulations.
