Under the Plan, Hai Phong seeks to foster high-quality, efficient, and sustainable growth among private-sector enterprises by balancing economic performance with social responsibility and environmental protection. The Program supports the implementation of all 17 United Nations Sustainable Development Goals (SDGs) by 2030 and contributes to Vietnam's commitment to achieving net-zero greenhouse gas emissions by 2050.

The city also aims to develop a comprehensive support ecosystem for enterprises, household businesses, and cooperatives engaged in sustainable business practices, raise awareness of the importance of sustainable business, and strengthen the capacity of officials, advisors, and support organizations working in this field.

Targets by 2030

By 2030, Hai Phong aims to support approximately 500–1,000 enterprises, household businesses and cooperatives in accessing the Program's activities, develop 3–5 exemplary sustainable business models, organize at least 15 training courses and workshops on sustainable business, Environmental, Social and Governance (ESG) practices, green finance, and the circular economy, establish a network of professional advisors to assist businesses and strengthen access to green credit and green investment opportunities. 

Eligible Beneficiaries

The Program is open to Private-sector enterprises, household businesses, cooperatives and cooperative unions, cooperative groups engaged in sustainable business activities. 

Research institutes, universities, public service providers, business associations, sustainable business support organizations, city departments, and commune-, ward-, and special-zone authorities will also participate in implementing the Program.

Key Areas of Implementation

The Plan focuses on two major areas:

1. Developing a Sustainable Business Support Ecosystem

This includes expanding communication and public awareness activities, enhancing the capacity of government officials and support personnel, establishing a network of sustainability advisors, developing digital platforms to support businesses, organizing forums, seminars, and workshops to share knowledge and best practices, encouraging research and the application of sustainable business assessment tools, promoting green financial products and supporting public-private partnership initiatives. 

2. Direct Support for Businesses

The Program will provide enterprises, household businesses, and cooperatives with support through consulting on sustainable business strategies and business models, corporate governance training, assistance in science and technology, innovation, digital transformation, and artificial intelligence (AI), support for technology adoption, intellectual property protection, and commercialization of products, assistance with communications, trade promotion, market expansion, participation in e-commerce platforms, and domestic and international trade fairs and exhibitions. 

The Plan clearly defines eligibility requirements for receiving support. Priority will be given to businesses that have received awards or certifications related to green transformation, the circular economy, environmental protection, or ESG, operate as social enterprises sre implementing green or circular economy projects or meet the official criteria for sustainable business models. 

Support will be provided transparently, fairly and in accordance with applicable laws. Priority will also be given to businesses owned by women, persons with disabilities, or ethnic minorities, as well as businesses employing significant numbers of workers from these groups.

Implementation Responsibilities

To ensure effective implementation, the Hai Phong City People's Committee has assigned the Department of Finance to lead the Program by guiding implementation planning, consolidating budget estimates, advising on resource allocation, monitoring implementation and submitting periodic progress reports.

Relevant departments, agencies, commune-, ward-, and special-zone authorities are responsible for implementing the plan within their respective mandates. Hai Phong Business Association, the Vietnam Chamber of Commerce and Industry (VCCI) – Northern Coastal Region Branch, and the Hai Phong Cooperative Alliance will actively promote the Program, connect businesses with experts, and support the development of a sustainable business community.

All participating agencies and local authorities are required to regularly monitor, supervise, and evaluate implementation results and submit annual reports to the Department of Finance before December 15 for consolidation and reporting to the Hai Phong City People's Committee and the Ministry of Finance in accordance with regulations.
