The Hai Phong Party Committee held its fifth conference for the 2025-2030 tenure this morning at the city's Conference and Performance Center. member of the Party Central Committee, Secretary of the Hai Phong City Party Committee and head of the Hai Phong National Assembly Delegation Le Ngoc Chau chaired the conference. The event was held both in person and online, with connections to communes, wards and special zones.

In his opening remarks, Party Committee Secretary Le Ngoc Chau said the conference would focus on issues of importance to the fulfilment of the city's 2026 targets and tasks. He called on delegates to uphold their sense of responsibility, focus discussions, closely assess the situation, clarify achievements, shortcomings and their causes, and propose feasible solutions. He also called for continued effective implementation of Resolution 11 of the City Party Committee's Executive Committee, efforts to achieve the city's growth target and the fulfillment of socio-economic tasks in the final three months of the year.

At the conference, the City Party Committee heard a report on the implementation of tasks in the first nine months of the year and key tasks for the final three months of 2026; and reviewed three months of implementation of Resolution No. 11, dated July 15, 2026, on strengthening leadership and direction to achieve an average annual GRDP growth rate of at least 13% in the second half of 2026 and during 2026-2030. Discussions focused on a close assessment of the nine-month results, analysis of factors affecting growth and tasks that are behind schedule, while proposing measures to achieve socio-economic targets and tasks in the final three months of the year. Particular attention was paid to continuing to drive growth, removing difficulties and obstacles, and improving the effectiveness of tasks under Resolution No. 11. The conference also focused on discussing and reaching agreement on key tasks for the fourth quarter, building on achievements and addressing shortcomings after more than a year of operating the two-tier local government system, with a focus on organizational structure, personnel, decentralization and delegation of authority, administrative reform, digital transformation and improving the quality of services for residents and businesses; as well as budget collection and investment attraction.
