Groundbreaking Ceremony for Key Projects in the Western Area of Hai Phong City
On the morning of August 19, at Tan Hung Ward (western area of the city), the People’s Committee of Hai Phong City held a groundbreaking ceremony for several key projects to celebrate the 80th Anniversary of the National Day of the Socialist Republic of Viet Nam (September 2, 1945 – September 2, 2025).

The projects launched include: the Construction Project of National Highway 37 Bypass (section connecting Thong Nhat Bridge/National Highway 37 with Ring Road I); the Project to build Thai Binh River Bridge and its approach roads under Ring Road I; and the Martyrs’ Temple and Cultural Park Project. All projects used the state budget and invested by the Hai Phong Western Construction Investment Project Management Board.

City leaders and representatives from departments and localities performed the groundbreaking ritual.

Attending the ceremony were Mr. Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People’s Council with leaders of some city departments, agencies, and local authorities where the projects are implemented.
The Bridge over the Thai Binh River and Approach Roads Project (under Ring Road I, from Provincial Road 391 to Provincial Road 390C) is implemented in Tan Hung and Nam Dong wards with a total investment of over VND 1,228 billion. The project aims to gradually complete Ring Road I according to the city’s planning; expand urban space and connect communes and wards in western Hai Phong, contributing to socio-economic development in the west in particular and the entire city in general.

The National Highway 37 Bypass Project (section connecting Thong Nhat Bridge/National Highway 37 with Ring Road I) is implemented with the goal of reducing traffic load on National Highway 37, while forming a connection route from Gia Loc Commune Center to Hai Duong City’s Ring Road I (former) and provincial roads in the area (Provincial Road 393, Provincial Road 395, Hanoi – Hai Phong Expressway frontage roads, etc.); gradually completing regional transport infrastructure; expanding urban development space; and creating momentum for local socio-economic growth. The project has a total investment of over VND 612 billion and is implemented in Gia Loc Commune and Thach Khoi Ward.

The Martyrs’ Temple and Cultural Park Project will be developed on an area of about 2.5 hectares in Tan Hung Ward. The project includes: a Martyrs’ Temple (about 300 m²); bell tower and drum tower (about 20 m² each); a square (about 1,500 m²); memorial monument and relief (about 256 m²); a management office (about 140 m²); and auxiliary works such as service houses, rest pavilions, public restrooms, technical facilities, infrastructure, green spaces, walking paths, lotus pond, parking lot, etc., with a total area of about 22,790 m².
With a total investment of VND 200 billion, the project will create a landmark in the western area of the city. At the same time, it will serve as a site to honor the heroic martyrs who bravely sacrificed their lives for the nation’s independence, reflecting the tradition of “remembering the source when drinking water” of Hai Phong’s Party, government, and people, while contributing to patriotic education for future generations.
