Adjustments in Hai Phong City’s master planning scheme towards 2040 approved
Recently, Deputy Prime Minister Mrs. Tran Hong Ha has just signed Decision No. 323 dated March 30th, 2023, approving the adjustment of the master planning scheme of Hai Phong City towards 2040, with a vision until 2050. The document shows great significance as it serves as the basis for orienting the city's urban development in the future toward the goal of building and developing Hai Phong into a leading city in the country via industrialization and modernization.

The planning scope will cover the entire city with a total area of about 1,526 km2 according to the administrative boundaries defined by national statistics in 2020.

Hai Phong City is visioned to become a highly developed city in the group of leading cities in Asia and in the world by 2045-2050. The objectives include developing the city to become a leading region in the country in the sector of industrialization and modernization, being a development driving force in Northern Vietnam and in the whole country, as well as possessing a modern, smart, and sustainable industrial development with modern and synchronous transport infrastructure, conveniently connected to domestic and international markets by road, railway, seaway, air, and inland waterways, owning major logistics and tourism services, and finally, being an international center for education, training, research, application, development of science and technology and marine economy.

Regarding the urban model, Hai Phong will switch from the model of a "central and satellite city" to the model of a "multi-center and satellite city”.

Regarding the structure of the urban space: The city will have two peripheries, three corridors, and three central/satellite urban areas. The two economic belts will include a coastal economic belt for service-tourism-urban development heading to the sea and one for the industry and services from Lach Huyen port in the North (Thuy Nguyen district), the West (along National Highway 10), the South (along the Van Uc river), connecting the city to the network of industrial zones and clusters in the Red River and the Hai Phong port system.

The three landscape corridors comprise Cam River, Lach Tray River, and the Van Uc River corridor. Three urban centers and satellite towns include the historical urban center and Bac Song Cam's new administrative center, the international trade and financial centers in Hai An and Duong Kinh district, and Tien Lang Airport urban area. Satellite urban areas include those in marine, agricultural and rural ecological zones.
