In his opening speech, Standing Deputy Secretary of the City Party Committee, Secretary of the City Party Committee Do Manh Hien emphasized that the Congress is an important event. It is the first Congress after the merger of Hai Duong province and Hai Phong city which opens a new page in the history of building and developing the City Party Committee. The Congress assessed the past 5 years of implementing the Resolution of the Party Congress at all levels, pointed out lessons drawn in the leadership and direction of implementing political tasks set out in the Resolution of the Congress for the 2020-2025 term, including the achievements that the two Party Committees of the former Hai Phong City and Hai Duong Province have won and proposed appropriate solutions for the coming term. Requirements for the Party agencies of Hai Phong city are to constantly strengthen trust, promote creativity, will and aspiration for comprehensive development, improve the leadership, governance and capacity of the Party, build a transparent and strong Party and political system in the fields of politics, ideology, ethics, organization.
