The city strives to reach 165 trillion VND of the total budget revenue this year, making up of 111.9% of the central government's estimate. 
The city's domestic revenue in the first 6 months of the year reached 58,383 billion VND, equal to 78.2% of the central government's estimate, 70.3% of the target and 137% compared to the same period last year. Regarding domestic revenue, land use fee revenue ranked the first with over 23,960 billion VND, followed by revenue from the non-state sector with 12,940 billion VND. Domestic revenue from FDI enterprises reached 8,123 billion VND. Domestic revenue from personal income tax reached 4,342 billion VND.

This year, the city strives to achieve a total budget revenue of over 165,000 billion VND. To hit this goal, Hai Phong People's Committee has determined to continue to improve the operational efficiency of the Steering Committee for preventing budget losses; focusing on the revenue from land, minerals, projects that have expired preferential periods and e-commerce business activities. At the same time, it’s necessary to strengthen the collection of tax arrears, focus on reviewing and requiring companies and corporations that were not headquartered in Hai Phong when implementing projects in the city (especially large, key projects) in ordeer to establish new enterprises or independent branches to declare and pay taxes in Hai Phong city to increase budget revenue.
