The performance of receiving and handling administrative procedures for citizens have seen positive changes.
In the early days of operating the 2-level local government model, Hong An Ward Public Administration Service Center encountered many difficulties because of a large number of people coming to complete administrative procedures, whereas the area of the center was small. Some people filled the declaration form with the old address, causing time loss. In addition, there are a huge number of accesses to the VNEID system and the National Public Service Portal, which led to slow response from these systems and faulty online application submission. However, after 1 month of implementing the 2-level local government model, the initial bottlenecks have been basically resolved.

In 1 month, Hong An Ward Public Administration Service Center received and guided more than 4,000 citizens, received 3,872 dossiers, 616 of which were received online. No late or overdue dossiers have been recorded. Although there are still many difficulties and challenges, thanks to the high determination of the entire political system, of each party member and citizen, Hai Phong City has ensured smooth, stable and efficient operations.
