Standing Deputy Prime Minister Nguyen Hoa Binh oriented Hai Phong towards a new development vision
On the morning of December 15, a government delegation led by Nguyễn Hòa Bình, Politburo Member and Standing Deputy Prime Minister, held a working session with Hải Phòng City on the situation of production and business activities, public investment, import–export performance, infrastructure development, social housing, national target programs, and the implementation of the two-tier local government model.
Receiving and working with the delegation were Lê Tiến Châu, Member of the Party Central Committee, Secretary of the Hải Phòng City Party Committee and Head of the city’s National Assembly Delegation; Lê Ngọc Châu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee; along with members of the Standing Committee of the City Party Committee.
At the meeting, Chairman of the City People’s Committee Lê Ngọc Châu presented a brief report on the city’s socio-economic situation, public investment, and the implementation of the two-tier local government model in 2025. Accordingly, Hải Phòng recorded an estimated GRDP growth rate of 11.81%, ranking second nationwide. Total state budget revenue was estimated at over VND 187 trillion, highlighted by domestic revenue reaching VND 100 trillion for the first time, an increase of 30.8% compared to 2024.
Regarding public investment, the city ranked first nationwide in terms of disbursement rate against the locally assigned plan, with more than VND 32.5 trillion disbursed. The two-tier local government model has operated stably; the city has reduced processing time by at least 50% for 89.7% of administrative procedures and ranked 2nd out of 34 localities in administrative reform.
Hải Phòng has also commenced several major projects, including the Tân Trào Industrial Park and the Hải Phòng LNG Gas-Fired Power Plant (total investment of VND 178 trillion). The Chairman of the City People’s Committee proposed that the Government should allocate an additional approximately VND 40 trillion from the central budget for the 2026–2030 period to regional connectivity transport projects. He also requested the approval for piloting offshore wind power development, increasing specialized departments at the commune level, and resolving long-standing obstacles for two tourism projects in Đồ Sơn.
Standing Deputy Prime Minister Nguyễn Hòa Bình expressed support for the proposals on offshore wind power development, green energy transition, and continued promotion of technology application in management and administration.
The Deputy Prime Minister highly appreciated Hải Phòng’s impressive socio-economic achievements, particularly its high GRDP growth rate and record-high domestic revenue, affirming that Hải Phòng is a leading locality nationwide in effectively implementing National Assembly Resolution No. 226 on special mechanisms and policies.
He requested the city to continue maintaining effective public investment disbursement, focus on planning work, and accelerate the completion of regionally connected transport routes. He also agreed with and supported the proposals on offshore wind power development, green energy transition, and enhanced application of technology in governance and administration.
Regarding the two-tier local government model, the Standing Deputy Prime Minister acknowledged the city’s proposals and requested relevant authorities to study and develop plans to strengthen staffing and specialized departments at the commune and ward levels, ensuring sufficient capacity to meet task requirements in the new phase.
City Party Secretary Lê Tiến Châu respectfully thanked the Standing Deputy Prime Minister and seriously accepted all directives, committing to fast and sustainable development for Hải Phòng. The city has set a target of achieving GRDP growth of 13% or higher during the 2026–2030 period and proposed three key principles: requesting the government to allow Hải Phòng to approach proposals in the spirit of development facilitation, permitting implementation alongside review and adjustment; applying a “Green Lane” mechanism (integrated, parallel, and streamlined procedures) for projects of national strategic significance to maintain overall economic growth momentum; and prioritizing the allocation and regulation of medium-term resources for strategic infrastructure projects in Hải Phòng.
