The Forum was held at the City Convention and Performance Center, with the participation of central government leaders, city leaders, experts, scientists, and representatives of domestic and international technology enterprises.
In his opening speech, Vice Chairman of the Hai Phong People’s Committee Hoang Minh Cuong emphasized that 2025 marked a crucial turning point in the city’s development with the merger of Hai Phong and Hai Duong, forming a large-scale urban area in terms of space, population, and economic potential. The city’s economic scale currently ranked third nationwide, with GRDP maintaining double-digit growth; state budget revenue has consistently exceeded targets, surpassing VND 100 trillion for the fourth consecutive year.
In this context, digital transformation and the development of a digital city and smart urban area are identified not merely as choices, but as an inevitable path to expand development space, improve governance efficiency, and promote sustainable growth. Hai Phong aimed to become a modern, civilized, green, and livable industrial port city of regional standing in Southeast Asia by 2030, pioneering digital transformation, green transition, and innovation.
The Forum was organized to concretize the spirit of the Politburo’s Resolution No. 57-NQ/TW on the development of science, technology, innovation, and national digital transformation and to thoroughly implement the National Digital Overall Architecture Framework issued by the Ministry of Science and Technology. This framework is considered as an important foundation for Hai Phong to build a synchronized, modern digital architecture aligned with the city’s development characteristics in the new period.
At the Forum, delegates focused on discussing, exchanging views, and proposing solutions around four key pillars: shared digital infrastructure and cybersecurity; data and core platforms; shared applications and professional operations; and interaction channels and performance measurement. These discussions aim to advise the city on refining its roadmap for building a digital city and smart urban area toward data-driven governance with citizens and businesses at the center of services.
The Hai Phong Digital Transformation Forum 2025 is a significant event, demonstrating the city’s strong political determination to make science, technology, and digital transformation to become key driving forces for breakthroughs in a new era of development.
