Enhancing Productivity and Quality Based on Science, Technology, and Innovation for the 2026–2030 Period
The City People’s Committee has recently issued Plan No. 335/KH-UBND on enhancing productivity and quality based on science, technology, and innovation for the 2026–2030 period.

The Plan is developed to synchronously implement tasks under the National Program supporting enterprises in improving productivity and product quality, while strengthening and innovating measurement activities to help Vietnamese enterprises enhance competitiveness and international integration in Hai Phong.
The city sets a vision of making productivity and quality to become key drivers of growth through the application of achievements of the Fourth Industrial Revolution. Specifically, Hai Phong aimed for total factor productivity (TFP) to contribute 57% to GRDP by 2030, with annual average growth in social labor productivity reaching approximately 11%. Each year, the city strives to increase by 10–15% of the number of enterprises supported with productivity and quality improvement solutions; at least 60% of manufacturing and service enterprises using barcodes are expected to have traceability systems meeting national and international standards. The Plan also targeted  the training of around 50 qualified productivity and quality experts and the professional development of approximately 300 officials in metrology. Productivity improvement clubs will be established at 2–3 universities and vocational institutions. At least 10 additional measurement standards will be developed, alongside the construction of a modern, synchronized measurement infrastructure aligned with national standards.
To achieve these goals, the city will implement six key groups of tasks and solutions focusing on improving institutional and policy frameworks; strengthening information and communications; supporting technology application; developing human resources; enhancing state management capacity; and promoting domestic and international cooperation. Specifically, the city will review and propose amendments to regulations on standards and quality; encourage enterprises to participate in the National Quality Award and invest in measurement standards. Laws and exemplary productivity improvement models will be disseminated, and training courses on smart manufacturing and smart services for enterprises. Direct support will be provided to enterprises in applying advanced management systems (ISO, HACCP, GMP, etc.), improvement tools (5S, Kaizen, etc.), and digital technologies to enhance product information transparency through traceability. The city will build a pool of experts; organize training programs on digital transformation and smart cities; and align training with the practical needs of industrial zones. Efforts will be made to promote digital transformation solutions in quality management, invest in testing capacity for key export products, and strengthen inspection and supervision of standards and measurements. In addition, programs for technical experience exchange to improve productivity will be organized, and enterprises will be supported in participating in international research projects to expand export markets.
The City People’s Committee has assigned the Department of Science and Technology as the focal agency to coordinate with relevant units in implementing the plan. Departments, sectors, and People’s Committees at all levels are responsible for reviewing enterprises’ support needs and integrating them into local socio-economic development programs.
