In which, ministries and localities are required to continue to review all legal documents, especially regulations on decentralization of authority; Urgently and resolutely complete the documents on the implementation of the 2-level local government model for creating a complete political and legal basis for localities to implement the model. Ministers, heads of ministerial-level agencies and agencies need to keep a close eye on, give direction to remove difficulties, obstacles and legal bottlenecks related to the activities of 2-level local governments, especially for projects and programs for socio-economic development. It’s necessary to strive forward to win the local growth goals and targets in 2025.
