After the Resolution comes into effect from January 1, 2025, Hai Phong City will have 15 district-level administrative units, including eight districts, six townships, and one city; 167 commune-level administrative units, including 79 wards, seven townships, and 81 communes. After the arrangement and merger, Hong Bang district will have 10 wards.

According to Resolution 1232 on the arrangement of district-level urban administrative units of the city, the entire natural area and existing population size of three communes An Hong, An Hung, and Dai Ban of An Duong district will be merged into Hong Bang district for management. After merging the natural area, and population size of Ha Ly and Trai Chuoi wards into Thuong Ly ward.

The arrangement of administrative units aims to expand urban space, streamline the payroll, reduce the burden on the state budget, and improve the quality of cadres and civil servants to better serve the people. The adjustment of the administrative boundaries of An Duong district to expand Hong Bang district and the arrangement and establishment of wards in Hong Bang district is consistent with the Prime Minister's Master Plan for the socio-economic development of Hai Phong City until 2025, with a vision to 2030; consistent with the development orientation of Hai Phong City to develop Hong Bang District as the urban center of the city. Resolution 1232 will create a driving force for comprehensive socio-economic development as well as meet the aspirations of the Party, government, and people, serving the common development goals of Hai Phong City in the coming time../.
